Media Release Manpower Employment Outlook Survey Embargo till 00:01 GMT, 10 March 2015 Manpower Employment Outlook Survey Italian forecast remains relatively stable amid some signs of improvement for the April-June time frame Net Employment Outlook stands at -6% The second quarter 2015 barometer reveals: - The Hiring prospects remain relatively stable when compared with the previous quarter and are unchanged year-over-year. Once the data is adjusted to allow for seasonal variation, The Outlook stands at -6%. - Employers in eight of 10 industry sectors and three of four regions forecast a decline in staffing levels during 2Q 2015. - The strongest sector Outlook of +10% is reported in the Agriculture, Hunting, Forestry & Fishing sector, improving by 12 and 23 percentage points from 1Q 2015 and 2Q 2014, respectively. - Regionally, North East employers report the most positive of the four Outlooks, standing at 0% for the coming quarter. Hiring intentions remain relatively stable quarter-over-quarter and improve by 2 percentage points year-over-year. - Large-size employers anticipate some job gains in 2Q 2015 but Micro-size firms forecast a decline in staffing levels. Employers expect limited hiring activity in the Small- and Medium- size categories. Milan, March 10th 2015 - ManpowerGroup Italy released today its quarterly Manpower Employment Outlook Survey, drawing attention to results that signal a weak hiring climate for job seekers in the next three months as Italian employers continue to expect a sluggish hiring pace for the April-June time frame. despite the forecast remaining weak. While 6% of employers forecast an increase in staffing levels, 10% anticipate a decrease and 83% expect no change. Once seasonal variations are removed from the data, the Net Employment Outlook remains a weak -6%. The strongest sector Outlook of +10% is reported in the Agriculture, Hunting, Forestry & Fishing sector, improving by 12 and 23 percentage points from 1Q 2015 and 2Q 2014, respectively. Media Release Regionally, North East employers report the most positive of the four Outlooks, standing at 0% for the coming quarter. Hiring intentions remain relatively stable quarter-over-quarter and improve by 2 percentage points year-over-year. “We see the first efforts of Italy to break through on the labour market. There are some aspects that could have a positive impact– Stefano Scabbio, President Mediterranean ManpowerGroup says – The Jobs Act, for example, will help hires and it is expected to benefit young people. Italy’s labour market could benefit from the flexibility the policy is expected to give employers.” Sector comparisons Year-over-year, there are some signs of growing employer confidence with employers in six of the 10 industry sectors reporting stronger hiring plans. A sharp improvement of 23 percentage points is reported in the Agriculture, Hunting, Forestry & Fishing sector while the Mining & Quarrying sector Outlook is 18 percentage points stronger. Manufacturing sector employers report an improvement of 10 percentage points and the Outlook for the Electricity, Gas & Water sector increases by 9 percentage points. Meanwhile, employers in four sectors report weaker hiring intentions, most notably in the Construction sector and the Public & Social sector, where Outlooks decline by 18 and 12 percentage points, respectively. Regional comparisons Employers in three of the four regions expect payrolls to decline during 2Q 2015. The weakest Net Employment Outlooks of -9% are reported in both Middle Italy and the North West, while the Outlook for the South/Islands stands at -6%. Meanwhile, North East employers anticipate flat hiring activity with an Outlook of 0%. When compared with 2Q 2014, the Outlook for the South/Islands is 7 percentage points stronger and employers in the North East report an improvement of 2 percentage points. However, hiring plans weaken by 6 and 3 percentage points in Middle Italy and the North West, respectively. Organization-Size comparisons Employers in the Large organization (with 250 or more employees) expect payrolls to grow in 2Q 2015, reporting a Net Employment Outlook of +5%. Small employers (10-49 employees), report cautious hiring plans with an Outlook of +1% and the Outlook of 0% for Medium-size (50-249 employees) firms reflects flat hiring intentions. However, Micro-size employers (less than 10 employees) report a weak Outlook of -9%. Year-over-year, hiring prospects improve in three of the four organization-size categories. The Outlook for Medium-size firms is 8 percentage points stronger, while increases of 7 percentage Media Release points are reported by Large- and Small-size employers. However, the Micro-size business Outlook declines by 4 percentage points.
