IN EUROPE, €21.1 BILLION VOLUME, €510 MILLION IN THE MEDITERRANEAN AREA Italy triples its business in real estate and logistics In the last year operations worth 340 million were recorded: e-commerce is leading the pack I n Europe, growth in the logistics sector is stronger than the crisis in consumption and the drop in industrial production. The data collected by Jones Lang LaSalle (JLL) shows a trend that is still accelerating, a development supported by the advent of online retailers, which are rapidly building their own infrastructure for the warehousing and delivery of goods. According to the US consultancy that specialises in the real estate sector, in Europe the volume of investment in logistics and industrial real estate recorded a 28% increase, reaching a new record of €21.1 billion. Among other things,thereseemstobeenoughmoney inbudgetstosupportafurtheracceleration in growth this year, given that the figures for the last quarter of 2014 were the best to date, with investments worth €8.2 billion. “It was an exceptional year for investments in logistics and industrial realestate,whichshowedthecontinued strengthening of confidence in this type of asset,” explained Tom Waite, who is JLL’s National Director of EMEA Logistics Capital Markets, “This confidence is being sustained both by occupiers’ solid market fundamentals and by a decrease in levels of vacancy in many European markets. The demand from both national and international capital funds for single assets and for portfolio opportunities will remain very high this year, and for this reason we believe that investment volumes will remain at optimal levels.” With the predictions that online sales volumes would double in the first half of this decade, e-tailing (electronic retailing) is creating newdemandsforwarehousespace, including mega centres of over 100,000 sqm, specialized distribution centres and smaller local warehouses.” In 2014, the two largest markets in Europe, the United Kingdom and Germany, confirmed their movement in this direction with investments of €8.2 billion and €3.6 billion, respectively, record amounts, “driven by frenetic activity in portfolio operations.” As early as 12 months ago, JLL predicted that over the course of five years, European retailers would require up to 25 million sqm more space for logistics. The company’s experts wrote, “This demand is driven both by the need to serve existing points of sale and to an increasing degree by a revolution that is under way in the retail sector, caused by the development of virtual businesses on the internet which is transforming the system thatdistributesgoodstocustomers. But 2014 was also a record year forthe CzechRepublic, Polandand Switzerland. At the European level, it was major portfolio transactions that made up the lion’s share: their total was confirmed to have reached the figure of €10 billion, a value that represents about half of the total and which shows a 25% growth compared to 2013. Almost 50% of portfolios that changed hands were located in the United Kingdom and in Germany. The most tumultuous growth in percentage terms, however, took placeinCentralEurope,whereportfolio operations grew from €25 million in 2013 to €1.4 billion. The increase was also very significant in Southern Europe, which saw portfolio transactions more than quadruple to €510 million, with particularly lively markets in Italy, Spain and Portugal. “In Italy in 2014 the volumes of investment in logistics tripled compared to 2013, reaching a total of 340 million,” Roberto Piterà, JLL’s national director in Italy and head of logistics confirmed, “Investors in the logistics sector in Italy shifted from a purely opportunistic approach to a core and value-added approach. These “boxes”, designed to facilitate differentmodesoftransportofvarious types of goods, are mainly utilized by ocean shippers. Improved efficiency and smoother logistics, as goods are loaded directly into containers without the need for intermediatereloading,aretheprincipal reasons for their continued widespread use globally. At the time, their introduction marked a turning point that radically transformed freight logistics. The issue of defining the appropriate tax status of containers, for customs duty and sales tax, has therefore acquired particular importance, considering the sheer volume of business this type of transport involves. But Italy has a unique new rule concerning the sale of used containers. Sales tax will be applicable, even in the sale of second-hand containers.And,notevenatalower tax bracket. This is according to the latest High Court ruling: N. 1567 of 01/28/2015. It examines the sale, to Italian firms, of containers originating from non-EU countries, after entering Italy. The newruleskick-inwhenoneofthese containers is resold to another firm, also physically located in Italy; at thatpointa22%salestaxisapplicable. Until very recently, Italian tax legislation looked quite different. As noted in a statement issued by the tax consultancy firm Armella & Associati, the Ligurian regional tax commission had stated earlier that, “The customs status of goods would exclude them from tax due to the absence of territoriality in the transaction, and the subsequent saleoftheassetstoapersonresident in Italy.” But the Italian Revenue Agency challenged this, stating that containersareautomaticallygrantedtemporary-admission status, and, therefore, their sale in Italy is subject to tax. “This January’s ruling by the High Court,” points out Lorenzo Ugolini, lawyer at Armella & Associati, “gives one pause for thought, especially seeing how radically global freight trade has evolved in recent years, with the ever increasing use of containers. Accordingly, for all those in the industry, the decision could have a significant impact.” Simply put, by the statement prepared by Armella & Associati, based in Genoa and Milan: “The concept of territoriality seems to be treated differently for tax or customs duty purposes. For customs duty purposes, containers, as the special category of temporary admission implies, are considered extraterritorial; while for tax purposes containers which are in Italy are considered to be liable for sales tax.” Just how much does a container cost, on average? It depends, first on the state of the ”box”, just as in the case of a second- hand car. But, generally, prices range from €2000 to €2500. “Let’s keep in mind that the sale of containers is a very widespread practice,” points out Piero Lazzeri, head at Fedespedi, the national associationofoceanshippers.“We’re talking here particularly of people who operate in the shipping business, but it’s not just ocean shippers who buy containers. Giuliano Gallanti, the president of Livorno’s Port Authority, answered, “You see, when I think about logistics, I spontaneously end up thinking of the Northern European ports, which have the capability of working as a system. Italy’s competitive advantage is clearly based on its geographical location, but this is not enough. Our ports still have far too little dialogue with the logistic hinterland. The result is a deficit of competitiveness that CDP [i.e. Cassa Depositi e Prestiti, an Italian financial institution] valued at €12 billion.” It is possible to identify positive relational dynamics between the port and the freight village in Livorno... “The port of Livorno has what few other seaports have. A large and flat surrounding area. It must be said that the new European Union guidelines on the Trans-European Transportation Network (Reg. EU 1315/2013 Ten-T) and the structuring of the new core networkcorridorsputtheport-logistics cluster of the Upper Tyrrhenian in a unique position in Italy. TheportofLivornositsonanatural logistics platform which consists of an infrastructure system in the core network (besides Livorno, the port of La Spezia and the Tuscan VespuccidiGuasticcefreightvillage) and the comprehensive network (ports of Piombino and Carrara, Gonfienti di Prato Freight Village, and the airports of Florence and Pisa). All of these nodes share the same road and rail interconnections as the ScandinavianMediterranean corridor along the Pisa-Florence axis.” Is the development of the rail Can you tell me anything about the Raccordo Project [i.e. Junction Project]? “The Port Authority of Livorno and the Port Authority of Piombino, in combination with the Region of Tuscany, are promoting a plan to renew the rail infrastructure that serves the port system along Tuscany’s coasts. The Raccordo project calls for the construction of a rail connection between the port of Livorno and the Vespucci Freight Village (the so-called “leap” in the Tyrrhenian Sea line); a connection between the Vespucci FreightvillageandtheVada-Collesalvetti-Pisa line; the Pisa Station bypass and rail links within the port of Piombino and a connection to the Tyrrhenian Sea line.” network a priority for Livorno? “The draft list of projects for the Scandinavian-Mediterranean Corridor, which was recently made public,explicitlycallsforrailprojects for the coastal logistics cluster to be implemented as a priority, along withprojectspromotedbyFerrovie dello Stato [i.e. the Italian State Railroad]ontheFlorence-Bologna axis, as they are complementary and consistent with the development project.” You have started up a project to develop a modern rail port in Livorno with the Region of Tuscany. Can you tell us about it? “It is an agreement that is worth €40 million. It is a fundamentally important investment to build a rail junction that will connect Darsena Toscana, the future European Platform, to the Genoa-Roma line in the north, to the intermodal hubs of Northern Italy and Northern Europe. Additionally, another independent rail link will be built between Livorno Calambrone and the Livorno Porto Nuovo Station, whichwillmakeitpossibletoseparate the traffic heading for the stationfromtrafficforDarsenaTosca- Why are these projects so important? “These rail projects would allow for the optimisation of the significantimprovementsandinvestments that are taking shape along the sea, namely the launch of the new Strategic Plan for the Port of Livorno as well as work that is already under way in the Port of Piombino, with the doubling of the rail line and the new electrified station at the Darsena Toscana terminal in the port of Livorno with a direct connection to the Tyrrhenian Sea line. And that’s not all: these projects will improve logistic and intermodal functions that will support and build on Tuscany’s industrial districts. That is, the iron and steel works in Piombino, the Solvay and Livorno chemical works, and the machine works at Pontedera. The improvements represent a significanttooltooptimizethelogisticsmanagementofthebulkgoods sector and are a powerful tool for attractingnewinvestmentsinindustrial plants.” T hereal-estatesectorlinked to logistics is growing at a sustained speed. Is it a bubble, or are fundamentals in the sector improving? “In the South the logistics real estate market has a large supply of unused buildings, I hypothesise that if acquisitions are taking place, it is only for financial investment (giventhelowpricesofthebuildings), and not to, “use the building to carry out logistics activities.” or on the contrary, are the corridors a useful thing for our [logistics] system? “It is fair to stigmatise a practice that is unique and monopolistic, one should understand that the future should be the unloading and transportation of goods to their destinations, to be competitive the ports need to decrease the costs of double manoeuvres and achieve swiftness of delivery.” Too often we have seen infrastructure projects preyed upon by corrupt interests. It is a fact that undermines the credibility of major construction projects, which are already perceived as anuisancebypublic opinion. In your opinion, what remedy would avoid results like those revealed by the latest investigations? “There are no magic wands, the phenomenon must be controlled by the competent authorities.” WhatdoesItalianlogisticsneed today in order to be competitive, and in your opinion, what is the dead wood in our system that should be eliminated? “The response also concerns the previous point: ordinary administration must function well, logistics needs an efficientrailsystem that can develop intermodality, andlastbutnotleast, a central authority to guarantee the efficiency of operations in the ports to avoid bottlenecks and blockages that will suffocate traffic in the port.” Recently, Liguria’s freight forwarders have stigmatised the creation of customs corridors that make it possible to bypass customsintheportandhavegoods cleared directly at their destination (which is the case for IKEA). I dati raccolti da Jones Lang LaSalle (Jll) mettono in evidenza una tendenza addirittura in accelerazione, un’evoluzione favorita dall’avvento dei retailer online che stanno rapidamente costruendo la propria infrastruttura per l’immagazzinamento delle merci e la loro consegna. Secondo la società statunitense di consulenza specializzata nel settoreimmobiliare,nelVecchioContinente, nel 2014 il volume degli investimenti nella logistica e nell’industriale ha fatto registrare un aumento del 28%, toccando così il nuovo record di sempre a 21,1 miliardi di euro. Tra l’altro sembrano esserci tutti i presupposti per un’ulteriore accelerazione nel corso di quest’anno, visto che il dato relativo all’ultimo trimestre del 2014 è stato il migliore, con investimenti pari a 8,2 miliardi di euro (anche in questo caso i migliori tre mesi di sempre). «È stato un anno eccezionale per gli investimenti nella logistica e nell’industriale, che ha messo in evidenza il rafforzamento della fiducia continua in questa asset class - spiega Tom Waite, National Director Emea Logistics Capital Markets di Jll -. Già 12 mesi fa Jll prevedeva che nel corso di cinque anni, i retailer europei avrebbero richiesto fino a 25 milioni di metri quadrati di ulte- riori spazi da destinare alla logistica: «Tale richiesta - scrivevano gli esperti della società - è alimentata sia dalla necessità di servire i punti vendita esistenti sia in modo crescente da una rivoluzione in corso nel settore retail, causata dallo sviluppodeinegozivirtualisuInternet e che sta trasformando i sistemi di distribuzione delle merci ai clienti. Con le previsioni di un raddoppiodeivolumidivenditaonline nella prima metà di questo decennio, l’e-tailing (electronic retailing) sta creando nuove richieste di spazi da adibire a magazzini, inclusi i mega centri di oltre 100 mila metri quadrati, i centri di di- stribuzione specialistica e i più piccoli magazzini di approvvigionamento locale». Nel 2014 i due principali mercati del Vecchio Continente si sono confermati il Regno Unito e la Germania, con investimenti rispettivamente per 8,2 miliardi di euro e 3,6miliardi,duerecord“alimentati da una frenetica attività su operazioni di portafoglio». Il2014èstatoperòunannorecord anche per la Repubblica Ceca, la Polonia e la Svizzera. A livello continentale sono state le grandi operazioni di portafoglio a fare la parte del leone: il loro ammontare si è attestato a quota 10 miliardi, un valore che rappresenta circa la metà del totale e che fa registrare una crescita del 25% rispetto al 2013. Quasiil50%deiportafoglipassati di mano sono localizzati nel Regno Unito e in Germania. La crescita più tumultuosa in termini percentuali si è però verificata in Europa Centrale, dove le operazioni di portafoglio sono passate dai 25 milioni di euro del 2013 a 1,4 miliardi. L’aumento è stato comunque molto significativo anche nel Sud Europa, che ha registrato operazione più che quadruplicate a quota 510 milioni di euro, con mercati particolarmente vivaci in Italia, Spagna e Portogallo. «In Italia nel 2014 i volumi d’investimento nella logistica sono triplicati rispetto al 2013, raggiungendo un totale di 340 milioni - afferma Roberto Piterà, Head of Logistics & Industrial Group di Jll Italia -. I taly’s freight villages are already spread throughout nationalterritory,fromVenetotoSicily, from Campania to Piedmont. They first grew in a disorganised manner and were concentrated only in Northern Italy, they have gained momentum with Law 240 of 1990, which financed some construction projects in an effort to create a national network that would be useful to the logistics system. The law, which targeted somestructuresfirst,ledtothecreation of an association, Assointerporti, which represented the facilities that had received financing. The other freight villages created another association, Federinterporti, until an agreement was reached in 2003 that combined all the majorfacilitiesinItalyunderUnione Interporti Riuniti (UIR), whose first president was Rodolfo De Dominicis. During his term in office, De Dominicis, who was at the time also the president of the freight village of Catania, presided over the network’s next phase of development. After his experience at UIR he left to start a new project, called UIRNet, with the goal of modernising and systematising [Italian logistics] through the use of new telematic technologies and freight transportation and storage services. That project received public contributions worth €3.4 million, and is now in an advanced phase, but the project also arouses suspicion in some segments of the logistics system itself, in particular because of its connection with the ‘fast corridors’ between ports and freight villages promoted by the Customs Agency. What are UIRNet’s programmes for the future? “UIRNet is moving forward with the search for a manager of PLN starting with the sponsor that is already identified. It is creating specialised modules both in the North and South of the country, all interfaced with PLN. In particular, UIRNet created the controlled customs corridor from the ports of Liguria to La Spezia and Expo 2015. In the South, it has created various management modules, directly connected to PLN, in many objective 1 regions. In particular, the Port Community System of Taranto, the Management Module of the Parking Area in Catania, the Management Module for Dangerous Goods in Calabria and Sicily.” President De Dominicis, what is your assessment on the developmentofItalianfreightvillages in recent years? Did the law that financed the national network have positive results? “In recent years, freight villages have suffered from the impact of the economic crisis. In every case the freight villages have made a significant contribution to the maintenance of the sector’s share of rail transportation. Law 240/90 was a fundamentally important instrument for financing intermodality. The law is now obsolete and it is not aligned with the new EU rules: this is why we need a new law on freight villages, perhaps consideredaspartofthemoregeneral reorganisation of logistics and the port system.” What role does UIRNet want to play in the development of these facilities? “UIRNet has the role that Law 27/2012 intended for it, which means that it is the sole implementer of the National Digital Logistics Platform (PLN), which links the nodes of our national logistics system(ports,freightvillages,freight centres, privately owned areas), enabling the continuous exchange of data from the flow of goods thataremoving,inordertoincrease the safety and efficiency of the system. UIRNet therefore strengthens the role of the freight villages in the national logistics system.” What is UIRNet’s relationship with the other intermodal nodes, like ports and airports? “UIRNet does not have a role at airports, but in ports it is the digital transmission belt between the Port Community Systems (editor’s note: PCS, the telematic network that allow the exchange of information between operators and public administration) and the terrestrial information systems, like Ferrovie dello Stato’s (Italian State Railroad’s) PIL (Integrated Logistics Platform) and PIC (Integrated Circulation Platform). Whatdoyouthinkofthefreight forwarders’ fears about UIRNet? “I think that every innovation generates some backlash. I am of the opinion that we will can sit around a table and find all the necessary solutions to resolve the problems we have identified. UIRNet is an opportunity,notaproblem,forevery category of operator, including the freight forwarders. The latest economic data recorded by the confederation show a recovery in freight traffic. Air traffic has registered excellent results (+ 6.7%), but ro-ro (+ 4.9%) and final destination containers (+ 4%) have also grown considerably. Less impressive results have been noted for rail traffic (+ 1.4%,onlypositivethankstoprivate carriers), while road traffic has done a little better (+ 2%). Maritime transport of liquid bulk (-6.4%) and transshipment container traffic (-4.1%) have both done rather badly. The turnover of those companies has also registered only a moderate growth. The data reflects the health of the companies in the logistics sector; what is the situation? “Confetra is drawing up two documents: an economic data memo and a ranking based on the sales of the top 500 Italian companies, including some budget elements such as revenues. This is a work in progress, and for the moment we can only use inductive reasoning based on the reports that we receive from the companies. Access to credit, as has been stressed in the past, remains difficult. The profit margins in 2014, compared to 2012, remain low, which means we do not have a double-digit growth rate and the same goes for EBITDA and net profits after tax. In short though, we are still surviving and expect a return to acceptable investment levels. Only two or three companies are the exceptiontotherule,eitherduetocomposition (multitasking), or the contrary, because they’re too specialized.” What interventions can be put in place? “WeinConfetrathinkthatinvestments in software could prove extremely useful for the collection ofVATforexample,thesimplification of procedures, the consolidation of verification processes into a single entity, the Customs Agency, which can be used in all operations, which at the moment are split between separate administrative entities. We have come up with possible solutions to the list of grievancesandwehavepresentedthem to various government officials, from the Economy Undersecretary, Enrico Zanetti, to the former Minister of Infrastructure and Transportation,MaurizioLupi.For ports and airports we propose a unification of the control process and reduced timeframes. We call for revision and regulation on blacklistedcountries.Forexample, we have to take note that MSC is headquartered in Switzerland, acountrythatshouldnotbeblacklisted. Another issue is that large lorry fleets should pay road tax every three months instead of annually,supportinghigheroperating costs. Then we need an adequate sanctions system, because sanctions imposed on forwarders for non-fraudulent acts are aberrant andcontinuetobeimposed,despite a European ruling indicating their use as disproportionate.” What results is Confetra get- ting? “Confetra with all its staff is one hundred percent committed, but compared to the effort put in, the results achieved so far are a mere 10%. The result is unsatisfactory, for example on the single window issue. We have improved the relationship with the Customs Agency, but it is worthless if the first car goes through and the rest of the convoy doesn’t. A common rule for everyone; that’s what emerged at the discussion on port reform, and this is why we lose 10% of the port traffic.” What is your opinion on the activities of the Transport Authority, created in 2013? “I believe that since our companies pay their taxes, they should not have to pay the costs of the various Authorities as well. We should draw up a list of principles for the Transport Authority as we should for the Postal Authority and so on. In terms of what the Authority has already done, its achievement with the railway sector is commendable, but that does not apply to other regulations. For example, the Authority was not involved in the abolition of bill 83, Law 133/2008 on minimum costs. It had to intervene in the definition of an irregular client in cases of joint liability, which completely overlooks the fact that 85% of freight transport depends on the “software” which represents our companies’ know-how as well as the ‘hardware’ provided by the carrier. Also I am quite concerned that the Ministry of Transport still speaks of reference costs.” INTERVISTA A NEREO MARCUCCI, PRESIDENTE DI CONFETRA: «MARGINI E PROFITTI, L’ITALIA DELLA LOGISTICA» Software unico per l’Iva, revisione Paesi black list, controlli interamente gestiti dalla Dogana N ereo Marcucci è presidente di Confetra, associazione che riunisce gli operatori italiani dellalogisticaedeltrasportomerci. L’ultima nota congiunturale della confederazioneregistraunaripresa del traffico merci. L’eccellenza è rappresentata dal traffico aereo (+6,7%), ma crescono anche i ro-ro (+4,9%) e i container di destinazione finale (+4%). Poco brillante il traffico su ferrovia (+1,4%, positivo grazie ai vettori privati), un po’ meglio quello su strada (+2%). In forte deficit il trasporto marittimo di rinfuse liquide (-6,4%) e l’attività di transhipment marittimo dei container (-4,1%). In crescita mediamente anche i fatturati delle aziende. I dati rispecchiano lo stato di salute delle imprese del settore logistico, qual è la situazione? «Confetra redige due documenti, la nota congiunturale e il ranking in base al fatturato delle prime 500 aziende italiane del settore, inserendo anche alcuni elementi di bilanciocomeiprofitti.Quest’ultimo lavoro è in via di completamento, per cui possiamo per il momento fare soltanto un ragionamento induttivo sulla base dei rapporti continui che abbiamo con le aziende. Permane la difficoltà, già rilevata negli anni passati, di accesso al credito. I margini di profitto nel 2014, rispetto al 2012, rimangono bassi, cioè non crescono a doppia cifra né il margine operativo lordo né il profitto netto post-imposte. Insomma, stiamo ancora sopravvivendo, aspettiamo un ritorno a livelli di investimento accettabili. Fanno eccezione due o tre aziende che si differenziano o per composizione (multitasking) o al contrario perché specializzate». Quali interventi possono essere messi in campo? «Come Confetra pensiamo che siano utili investimenti in software ad esempio per la riscossione dell’Iva, per la semplificazione delle procedure, per la concentrazione di funzioni di verifica a un unico soggetto, l’Agenzia delle dogane, che sia strumento per tutte le operazioni che oggi sono distribuite anche a altre entità amministrative. Abbiamo fatto presenti possibili soluzioni ai cahiers de doléance ai vari componenti del governo, dal sottosegretario all’Economia, Enrico Zanetti, all’allora ministro delle Infrastrutture e trasporti, MaurizioLupi.Perportieaeroporti chiediamounificazionedeiprocessidicontrolloeriduzionedeitempi. Chiediamo un intervento normativo sui Paesi nella blacklist. Ad esempio bisogna prendere atto che Msc ha sede in Svizzera, Paese chenonpuòessereconsideratonella blacklist. Un altro tema è quello dellegrandiflottedell’autotrasporto che pagano il bollo ogni tre mesi invece che annualmente, sostenendo maggiori costi di gestione. Poi ci vuole un sistema adeguato di sanzioni, perché quelle assegnate alle case di spedizioni per comportamenti non dolosi sono aberranti e vengono mantenute nonostante ci sia una sentenza europea che ne indica la sproporzione». Che risultati sta ottenendo Confetra? «Confetra è impegnata al cento per cento con tutto il suo staff, ma rispetto allo sforzo prodotto quello che finora è stato ottenuto è il 10%. Il risultato è insoddisfa- cente, ad esempio sullo sportello unico. Possiamo aver migliorato il rapporto con l’Agenzia delle dogane, ma è inutile che il primo vagone corre se il resto del convoglio non lo fa. Un dato per tutti, emerso al tavolo dei saggi sulla riforma portuale, è che a causa di questi motivi perdiamo il 10% del traffico portuale». Quale bilancio fa dell’attività dell’Autorità dei trasporti, creata nel 2013? «Penso intanto che visto il fatto che le nostre aziende pagano le tasse, non debbano poi anche pagare anche i costi delle varie Authority. Ne facciamo una bandiera di principio, per quella dei trasporti come per quella postale eccetera. Dal puntodi vista dell’attività svolta,èencomiabileperquantoriguarda il settore ferroviario, non altrettanto per altre regolamentazioni. Per esempio non è stata coinvolta nell’abolizione dell’83bis legge 133/2008suicostiminimi.Doveva intervenire sulla definizione aberrante di committente nel caso della responsabilità solidale, che ignora come l’85% del trasporto merci è dato anche dal “software” rappresentato dall’intelligenza messa dalle nostre aziende e non soltanto dall’hardware del vettore. Inoltre resta preoccupante che il ministero dei Trasporti parli comunque ancora di costi di riferimento». Property-investment sector profits W ithin the predominantly negative context of logistics real estate, strong demand shown by e-commerce companies represents a significant support for the entire sector. According to data collected by REAG for Italy, total earnings from the industrial real estate sector was €5.3 billion in 2014, a result in line with the previous year. Sale transactions, however, recorded a 3.8% jump to 9,600 units (compared to 17,400 for 2006), with a 5% drop in prices for the used market. Rents showed a smallerdrop(-2.6%fornewwarehouses and -5% for used ones). The number of untenanted properties is still estimated at 100,000 operational units out of a stock of 850,000 units. Without the positive contribution of online commerce companies,thataredevelopingtheirinfrastructure for storage and delivery of goods, the balance would have been a negative one. By far, the most notable transaction involving logistics property in 2014 was Blackstone’s acquisition of a €200 million property portfolio. The properties are located in North-Central Italy and were sold by Torre Sgr, Arcese Immobiliare and FAP Investments. Finally, Genoa leads as the most expensive city, with average yearly rents of €58 per sq. metre, followed by Florence (€54), Venice (€48), Milan (€46) and Rome (€46). Regarding the price tags of new industrial property, Prato heads the leaderboard with €850 per sq. metre, followed by Milan (€845), Trento (€825), Florence(€820)andGenoa(€815). According to REAG, there is a gradual shift in demand from traditional points of sale (stores) to sorting and mailing centres (fulfillment centres). “As online retailers reach sufficient capacity and scale, fulfillment centres will increasingly need to focus on proximity to main population centres, enabling faster delivery times, improved service and a more flexible distribution chain,” write the experts at the property appraisal firm. REAG’s report goes on to point out how some clear trends are emerging in the field of logistics, relating to the service of online commerce. Nell’hinterland della cittadina emilianasonoquindistateespletate tutte le procedure burocratiche, dopo che nel percorso Genova-Piacenza la merce era stata seguita telematicamente da UirNet per avere la certezza che tutto arrivasse a destinazione. I“corridoidoganali”sonounprogetto dell’Agenzia delle Dogane e dei Monopoli, che collaborando con le altre amministrazioni nazionali coinvolte a vario titolo nei controllidellemerci,intendonoridurre al minimo i tempi di sdoganamento. Forcieri ha anche ricordato a coloro i quali si oppongono all’inizia- tiva che la mancata introduzione deicorridoidoganalinongioverebbe in alcun modo agli spedizionieri e ai doganali liguri, per il semplice fatto che le aziende che oggi usano i porti italiani avrebbero un motivo in più per rivolgersi a quelli del Nord Europa, che hanno proprio nella ridotta tempistica di sdoganamentodellemerciunodeiloropunti di forza. Gli specialisti delle spedizioni, oltre a temere per il proprio busi- ness, ribattano però che i “corridoi controllati” non sono necessari per ridurre le soste in porto delle merci e che esistono alternative valide e sicure che possono portare agli stessi risultati, come per esempio un uso più efficiente del pre-clearing e dello Sportello unico. Piero Lazzeri, numero uno Fedespedi, sostiene che «il corridoio nonaccelera,maspostailproblema da un punto A a un punto B». Lazzeri precisa di non criticare i corridoi, ma si augura che a sperimentazione ultimata «ci possa essere una libertà di scelta sulle piattaforme da utilizzare, per evitare il rischio di monopoli». Al presidente di Fedespedi fa eco il numero uno dell’Agespedo genovese, Claudio Melandri: «Per velocizzare le pratiche oggi abbiamostrumentiformidabili,chestanno dando pieni risultati: sdoganamento anticipato, sportello unico». E sulla stessa linea si sono schierati anche Alessandro Laghezza (Associazione spedizionieri del porto di La Spezia), Giorgio Bucchioni (Confindustria La Spezia), MassimoFederici(sindacodiLaSpezia), il presidente degli agenti marittimi di La Spezia, Andrea Fontana, Maurizio Fasce (Spediporto di Genova), e Alessandra Orsero (Isomar di Savona). Secondo gli spedizionieri, «attraverso interventi mirati, di un efficientamento tutto portuale» si potrebbe «superare in efficienza i tempi di resa dei porti del Nord, tornando a rendere interessanti e commercialmente appetibili i nostri scali. Il nostro sistema sarebbe in grado di recuperare così fino a 72 ore (tre giorni) rispetto all’attuale scenario». Si arriverebbe al quel risultato «attraverso un coordinato utilizzo di strumenti già in uso, a costo zero e impatto ambientale nullo». Ikea, che è ad oggi l’unica azienda ad aver sperimentato il corridoi doganale, non ha rilasciato dichiarazioni in merito. Both on a global level - global air freight is growing even beyond expectations due to temporary factors - and in Italy, which is showing strong economic fundamentals. Marina Marzani, the president of ANAMA (the National Association of Aerial Freight Agents) which is a member of FEDESPEDI, the Italian federation of freight forwarding companies, explained the situation. “Air cargo at the global level,” she explained, “grew significantly in the first two months of 2015, compared to the same period in 2014. In February, for example, a growth of 11.7% was recorded. This is not entirely due to an increase in the volume of freight moved. That accounts for 4% of the increase, while the remaining 7-8% is a result of two other factors: the fact that this year Chinese New Year was almost a month later than in 2014, and the strikes in United States ports. This made for a larger increase in traffic from both Asia and the United States. Lots of goods that would have been shipped by sea were sent by air. For example, that is what happened with Toyota’s cars from Japan.” And what about Italy? ”Air cargo in Italy, in general in all of our airports, grew by 4% in the first two months of 2015 compared to the same months in 2014. At Malpensa the increase was 6.5%, higher than the national average. In fact, Malpensa is the only freight airport that we have in Italy. It is the only airport in Italy where more and more cargo aircraft regularly land every day. As an association we are trying to develop Malpensa as much as possible.” Do you consider this situation to be well balanced for the needs of the freight sector in Italy? “It is balanced for the type of goods that we move out of Italy. Afewmonthsagowehadameeting with the former minister of Infrastructure and Transport, Maurizio Lupi, because the government launched a national airports plan. The minister identified cargo airports that are in the wrong locations; he spoke of Cuneo, Foggia, and Torino as strategic cargo airports. Because of the critical mass of freight in Italy, dispersal is harmful. What are the criteria according to which a foreign company investing in cargo like Etihad, Qatar Airways, Emirates, Cargolux, or Cathay Pacific - taking into account that there is no longer a nationalairline-wouldsenda100-tonne aircraft to Foggia or Cuneo, and what would it load or unload there? The critical mass is in the central and northern regions, so therefore it is logical for there to be one major hub and for Malpensa to bethemostimportantcargoairport. Otherwise there would be such a dispersalofservicesthatonewould not be able to guarantee that the aeroplane would arrive and depart at least 80% full, which is rule of thumb from an economic point of view.” What are the issues on which ANAMA is now working? “COMSEA, which is the airport management company, on one hand has invested lots of money and human resources in us at ANAMA, in Assohandler and in the RegionofLombardytobuildadedicated data processing platform in Malpensa for freight, which will significantly simplify our work as freight forwarders, airport handlers, and airlines. So on one hand COMSEA has invested and believes in development at Malpensa. But on the other hand, it sets up barriers[todevelopment]likewanting to charge a toll for access to the cargo city (editor’s note: the freight area of the airport) even forvehiclesthatareunloadinggoods. I am bringing you work and I have to pay to do it - this sort ofthingdoesn’thappeninanyother European airport. It’s not a matter of costs, but of principle.” Are you affected by the fact that we lack a national cargo airline? “A national-flagged company would be an important focal point for an association like our own. Alitalia used to have two cargo hubs, Malpensa and Fiumicino. Now the only hub is Fiumicino, where Alitalia doesn’t have any cargo flights, but moves a significant number of passengers. We have suffered from the absence of an airline that works to support our interests to develop Italy’s airports, even though Malpensa has grown as a cargo airport in the last few years compared to better known European airports.” M aurizio Fasce, the president of Spediporto, the Genoese freight forwarders’ association,iscommittedtodeveloping collaborations with other sectors, starting with shipping agents, and with his colleagues from provinces otherthanLiguria,tocreatearegional network. One of the recent issues that has animated the debate in Liguria concerns the customs corridors project, in particular the corridor created to accelerate delivery of containers to the multinational IKEA company. What solution can be reached? “During our general assembly on 27th March at the Palazzo San Giorgio we made our position clear on the customs corridors in a strong statement. We called them a ‘false myth’, which violate the European Community provision in customs matters, and can only lead to the abandonmentofportactivities,and its expertise and professionalism. We freight forwarders are perfectly aware of the challenges that the constant evolution of the market presents and we are ready to respond to them. But we ask that the government make tools available that will allow us to face these challenges on an equal playing field with our European competitors. As our federation’s president also stated a few days ago, the customscorridorsdonotexist,they arecompletelyanItalianinvention, introduced to please a major company (IKEA) which has made clear that in the absence of an ad hoc proceduretospeedupcustomsprocedures (we don’t necessary agree) and the movement of goods at their platform, they would route their this dialogue will lead to an overall improvement in the port system, through which we can avoid the danger that the political machine will sustain the customs corridors, which - as I said before - will achieve neither efficiency nor greater productivity.” traffic through Northern European ports. It’s certainly not because they have customs corridors, a concept that is unknown outside of our country. In reality the shortening of dwell times for containers in the port can be achieved specifically through the implementation of the customs clearance procedures at sea (it is also necessary to overcome limitations as a ship’s final port) and concentrating all the customs acti- vities and functions in the single customs window, including phytosanitarycontrols.Thesearetheprocesses that are necessary to guarantee that the ports are made more efficient, that procedures are sped up and the handling of the flows of goods is expedited, not false innovations that could endanger hundreds of companies and put thousands of jobs in jeopardy. The concept of logistics corridors, which was received positively by the European Community, represents the direction in which we should be working. We freight forwarders, together with the other actors in the logistics chain, should organise ourselves so as to become the professional software that can provide logistics corridors, and the goods that travel along them, all the services and support that they need, including customs support, which is a necessary part of the process.” The relationship between freight forwarders and customs is lookingpositiverightnow.Could these developments damage that relationship? ”At a local level, relationships with the Customs Agency have continued to improve in recent years. In particular, the collaboration between the interregional directorate and the Genoa 1 and Genoa 2offices,whichwassetuprecently, has allowed for a round table meeting for proposals and direct dialogue aimed at responding in a positive but critical manner to the weaknesses in the pre-clearing process and the single customs window. We have found the interlocutors to be attentive and capable, ready to respond to the new push for improvement. Now, we hope that In the context of logistics today we often hear talk of technological and procedural issues and less about infrastructure and the use of space, and partly because of costs: could this change the map of logistics hubs? Do you expect that investments in infrastructure will once again have a significant impact? ”Today, all the major European port systems have based their success and their development strategies, given the challenges posed by the new giant ships, on two types of investment: investment in upgrading their infrastructure, and investment aimed at efficiently reorganising their operational and technological capabilities. Both port hardware (which of course includes the capacity of the connecting road and rail network) and in terms of software management, based on commondataprocessingplatforms in dialogue with each other, are essential parts of the development process and the natural selection at the European level of strategic hubs that will become the destinations for the most important international routes. BAHRI iniziò ad operare con una flotta di sole 4 navi multipurposes, mentre oggi è considerata tra le principali Società marittime al mondo. BAHRI opera 6 navi Con-Ro da 26,000 tonn di portata (DWT), di ultima generazione, che sono state ultimate e consegnate dai cantieri tra il 2013 e il 2014. La Compagnia scala regolarmente i principali porti del North America, East Coast & Gulf, Mediterraneo, Middle East e Sub Continente Indiano. Queste navi sono state disegnate per il trasporto di carico generale, impiantistica, materiali rotabili e containers. I ponti della nave sono accessibili attraverso una rampa a 45° , ma le navi sono anche dotate di gru di bordo, in grado di sollevare sino a 240 tonn di peso, molto utile per operare in quei porti dove mancano le installazioni a terra per lo sbarco di colli eccezionali. L’ANALISI DI REAG.GENOVA LA CITTÀ CON GLI IMMOBILI PIÙ CARI, LA LOMBARDIA È LA REGIONE DOVE SI COMPRA DI PIÙ E-tailer, come cambia la logistica italiana: col channel retailing i consumatori vogliono tutto e subito. L’immobiliare ci guadagna I n un contesto complessivamente negativo per gli immobili destinati alla logistica, la forte domandadapartedeglie-tailerrappresenta un importante sostegno per l’intero settore. Secondo i dati raccolti da Reag, in Italia, in tutto il 2014, il fatturato del mercato industriale è stato pari a 5,3 miliardi di euro, un cifra in linea con quella dell’anno precedente. Le operazioni di vendita hanno invece fatto registrare una crescita del 3,8% a 9.600 unità (contro le 17.400 del 2006), con prezzi in calo del 5% per quel che riguarda l’usato. I canoni di affitto hanno accusato una flessione minore (-2,6% per i capannoni nuovi e -5% per quelli usati), anche se lo sfitto è ancora stimabile in 100 mila unità produttive su uno stock di 850 mila. Se non ci fosse stato il positivo contributo degli specialisti delle vendite online, che stanno costruendo le proprie infrastrutture per l’immaganizzamento e distribuzione delle merci, il saldo sarebbe dunque stato negativo. Questi risultati, d’altra parte, non stupisconopiùditanto:l’andamento fiacco della congiuntura non alimentacertoladomandadiimmobili commerciali, mentre la buona crescita delle vendite online spiega il crescente numero di operazioni che fanno capo a questo settore. «L’e-commercerappresentaunfattore estremamente positivo per la crescita del settore della logistica - spiegano gli esperti dell’ufficio Research & Development di Reag Real Estate Advisory Group (gruppo Duff & Phelps) -. Sebbene esso sia ancora in fase di sviluppo, si stanno profilando in maniera piuttosto netta alcuni temi portanti che ne condizioneranno l’evoluzione. Concettiquali,adesempio,l’omni- channel retailing (tutti i canali di vendita offerti vengono a fondersi reciprocamente e così tutti i clienti e i dati degli articoli sono centralizzati ed elaborati in un unico sistema), comportano che i prodotti richiesti si debbano trovare dove e quando i clienti li vogliono, venendo così a superare quelle che sono le tradizionali supply chain». Secondo Reag, attualmente si osserva anche un graduale spostamento della domanda dai tradizionali punti vendita (store) ai centri di smistamento e spedizione (fulfillment centers). «Quando i rivenditori online raggiungeranno dimensioni e scala sufficienti, i fulfillment centers dovranno sempre più focalizzarsi sulla vicinanza ai principali centri abitati, consentendo tempi di consegna più rapidi, migliori livelli di servizio ed una maggiore flessibilità nella catena di distribuzione», aggiungono gli esperti della società specializzata nella valutazione degli immobili. Reag fa poi notare come nel settore della logistica al servizio del commercio online si stiano delineando alcune tendenze ben precise. C’èinnanzituttounasignificativa crescita della domanda di strutture interamente dedicate anziché la condivisione degli immobili logistici; gli immobili devono avere una buona localizzazione per essere vicini ai clienti e ai dipendenti. Essi devono inoltre avere degli elevati standard per quel che riguarda l’altezza del soffitto e la disponibilità di aree di manovra e parcheg- gio. Tornando al settore della logistica nel suo complesso risulta che laregionepiùforterestalaLombardia con il 49% dello spazio assorbito (nel calcolo rientrano sia le vendite che le locazioni), seguita dal Piemonte con il 28%. Il 58% degli operatori che hanno occupato i nuovi spazi operano per conto terzi. Il tasso di sfitto degli immobili logistici è stimato al 6,5%, 10 punti meno rispetto agli immobili industriali. L’operazionepiùrilevantesuedifici logistici nel 2014 è stata di gran lunga quella condotta da Blackstone, che ha acquisito da Torre Sgr, Arcese Immobiliare e Fap Investments un portafoglio di strutture nel Centro Nord per un controvaloredi200milionidieuro. XIV L'AVVISATORE MARITTIMO Mercoledì 22 aprile 2015 L'AVVISATORE MARITTIMO XV Mercoledì 22 aprile 2015 S PECIALE LOGISTICA LA SENTENZA DELLA CORTE DI CASSAZIONE Contenitori, sull’usato si paga l’Iva Lazzeri (Fedespedi): «Il prezzo di una singola unità varia dai 2.000 ai 2.500 euro» L a movimentazione internazionale delle merci, in maniera sempre crescente negli ultimi anni, avviene ormai mediante container. “Scatole” pensate per essere utilizzate nei vari tipi di trasporto di prodotti molto differenti fra loro, ma principalmente movimentati nel comparto marittimo. Il continuoutilizzodeicontenitori,sututto il mercato mondiale, è dovuto soprattutto a ragioni di efficienza e di semplificazione logistica, perchè le merci sono caricate direttamente al loro interno e non devono più essere movimentate singolarmente. Un cambiamento che negli anni passati è stato epocale ed ha radicalmente modificato le logiche del trasporto. L’esatta individuazione del regime fiscale, ai fini Iva e doganali, dei container assume, pertanto, una particolare rilevanza, anche in considerazione dei volumi di operazioni interessati da questa tipologia di trasporto. Ma c’è una novità, a livello italiano, per quanto riguarda la vendita di contenitori usati. L’Iva infatti si paga, anche sulla cessione dei container di seconda mano. Scontato? Non proprio, almeno fino a quella che è stata una recente sentenzadel28gennaio2015,lanumero1.567,dellaCortediCassazione. Nello specifico vengono presi in considerazioneicontenitoriportati nel nostro Paese ma provenienti da Paesi extra Ue e poi acquistati da imprese italiane. La vera novità scatta in seguito: nel momento in cuiquesticontenitorisonorivenduti a un’altra società, sempre presente all’internodel territorionazionale, perchè i container in questo caso vengono considerati beni passivi di Iva al 22%. E pensare che fino a pochissimo tempo fa, per la legge italiana, le cose parevano essere differenti tanto che una sentenza della Commissione tributaria re- gionale della Liguria aveva dichiarato, come evidenziato da una nota dello Studio Legale Tributario Armella & Associati, che lo «status doganale della merce avrebbe escluso dal campo di applicazione dell’Iva, per assenza del presupposto territoriale, anche la successiva vendita dei beni a un soggetto residente in Italia». Ma la sentenza di merito è stata impugnata dall’Agenzia delle Entrate, la quale ha evidenziato che i container sono automaticamente vincolati al regime di ammissione temporanea e, pertanto il loro commercio in Italia è sempre rilevante aifinidell’applicazionedell’imposta. «Quella dello scorso gennaio da parte della Corte di Cassazione - spiega l’avvocato Lorenzo Ugolini dello Studio Armella & Associati - è una sentenza che fa riflettere, soprattutto perchè negli ultimi anni si è assistito a un radicale cambiamento nella tipologia di movimentazione internazionale delle merci, che sempre più spesso circolano all’interno di container. E questa decisione potrà quindi avere un impatto importante per tutti gli addetti ai lavori». In poche parole, come evidenzia la nota redatta dallo studio legale presente sia a Genova che Milano, «emerge la differente nozione di territorialità, ai fini Iva e doganali. Sotto il profilodoganale,ilcontainerèconsiderato in regime di extraterritorialità, in forza della disciplina speciale prevista in termini di ammissione temporanea, mentre, sotto il profilo Iva, il container presente nel territorio dello Stato si considera bene il cui trasferimento è rilevante ai fini dell’applicazione dell’imposta». Maquantocosta,inmedia,acquistare un contenitore usato? Dipende prima di tutto dalle condizioni della “scatola”, proprio come si usa fare nel caso di una normale auto di seconda mano. Anche se, in genere, il prezzo varia dai 2.000 ai 2.500 euro. «Teniamo presente che il commercio di container è molto diffuso» spiega Piero Lazzeri, presidente di Fedespedi, l’associazione nazionale che rappresenta gli spedizionieri marittimi italiani. «Certo - spiega Lazzeri - parliamo di operazioni che coinvolgono soprattutto chi opera nel mondo dello shipping, ma i container non vengonosolovendutioacquistatidagli operatori portuali. C’è anche chi devespediredelmaterialeingrandi quantità. E una volta terminato il lavoro poi non sa più che farsene di uno o più contenitori a disposizione». ANTONIO STICCO, PRESIDENTE STICCO SPED «No ai monopoli, sì a un’autorità L’Alto Tirreno per la logistica europea: quattro porti, centrale per la logistica» due interporti, due aeroporti sull’asse scandinavo-mediterraneo I D i che cosa ha bisogno oggi la logistica italiana per essere competitiva? «Vede - risponde Giuliano Gallanti, presidente dell’Autorità portuale di Livorno - quando penso allalogistica,mivienefattospontaneo di prendere a riferimento i porti del Nord, che hanno avuto la capacità di operare in un’ottica di sistema. Il vantaggio competitivo dell’Italia poggia chiaramente sulla sua conformazione geografica, ma questo non basta. Oggi, i porti dialogano ancora troppo poco con l’entroterra logistico. Ne risulta un disavanzo di competitività che due anni fa la Cassa Depositi e Prestiti ha quantificato in 12 miliardi di euro». A Livorno è possibile individuare delledinamicherelazionali virtuose tra porto e inteporto... «Il porto di Livorno ha ciò che pochi altri scali portuali hanno. Un retroterra ampio e pianeggiante. Va detto che le nuove linee guida dell’Unione europea sulla rete transeuropea di trasporto (Reg. EU 1315/2013Ten-T)e la strutturazione dei nuovi corridoi del core network fanno del cluster logistico portuale dell’alto tirreno un unicum a livello nazionale. Il porto di Livorno poggia i propri piedi suunapiattaformalogisticanaturale che è costituita da un insieme di infrastrutture strategiche del core network (oltre a Livorno, il porto di La Spezia e l’Interporto Toscano Vespucci di Guasticce) e del comprehensive network (porti di Piombino e Carrara, Interporto Gonfien- ti di Prato, aeroporti di Pisa e Firenze). Tutti questi nodi condividono le stesse interconnessioni stradali e ferroviarie al corridoio scandinavo-mediterraneo lungo l’asse PisaFirenze». Lo sviluppo delle ferrovie è una priorità per Livorno? «La lista preliminare dei progetti (draft list of projects) del Corridoio Scandinavo-Mediterraneo, resa pubblica di recente, indica esplicitamente come ammissibili e prioritari sia gli interventi ferroviari relativi al cluster logistico costiero, sia quelli promossi da Ferrovie dello Stato sull’asse Firenze Bologna e lo fa proprio in virtù della loro coerenza e complementarietà». Con La Regione Toscana avete avviatounprogettopersviluppare a Livorno un moderno Porto Ferroviario, ce ne può parlare? «Si tratta di un accordo del valore di 40 milioni di euro. È un investimento fondamentale col quale verrà realizzato un raccordo ferroviario che collegherà la Darsena Toscana la futura Piattaforma Europa allalineaGenova-Romaindirezione nord, verso i centri intermodali dell’ItaliaSettentrionaleedelNord Europa. Verrà inoltre realizzato un ulteriore binario indipendente di collegamento fra Livorno Calambrone e la stazione Livorno Porto Nuovo, grazie al quale diventerà possibile separare i traffici destinati a quest’ultima da quelli diretti alla Darsena Toscana». Mi può dire qualcosa del progetto Raccordo? «L’Autorità portuale di Livorno e l’Autorità portuale di Piombino, di intesa con Regione Toscana, si sono fatte promotrici di una rinnovatavisionedelleinfrastruttureferroviarie a servizio del sistema portuale costiero della Toscana. Il progetto Raccordo prevede la realizzazione di una connessione ferroviaria tra il porto di LivornoInterporto Vespucci (il così detto “Scavalco” della linea tirrenica); una connessione tra Interporto . Vespucci e linea Vada-Collesalvetti-Pisa; il bypass della stazione di Pisa e raccordi ferroviari interni al porto di Piombino e innesto sulla linea Tirrenica». Perché sono così importanti? «Questi interventi ferroviari consentono l’ottimizzazione e la valorizzazionedegliimportantiinvestimenti in via di definizione sul lato mare, con il varo del nuovo Piano regolatore portuale di Livorno e con i lavori in corso nel Porto di Piombino, sia sul lato terra, con il raddoppio della linea ferroviaria e la nuova stazione elettrificata pressolaDarsenaToscanadelporto diLivorno,coninnestodirettosulla Tirrenica. Non solo, tali interventi permetteranno di rafforzare la funzione logistica ed intermodale a supporto e consolidamento dei distretti industriali presenti sul territorio toscano: quello siderurgico diPiombino,quellochimicodiSolvay e Livorno, quello meccanico diPontedera.Rappresenterannoun importante strumento per l’ottimizzazionedellagestionelogistica del settore rifiuti ed infine costituiranno un potente mezzo per l’attrazione di nuovi investimenti per le localizzazioni industriali». l settore immobiliare legato alla logistica sta crescendo a ritmi sostenuti. Una bolla, oppure i fondamentali del settore sono in miglioramento? «Al Sud il mercato immobiliare logistico ha una larga offerta di immobili non utilizzati, ipotizzo che se ci sono acquisti, sono dovuti esclusivamente (visti i prezzi bassi degli immobili) a un investimento economico, ma non come possibilità di usare l’immobile per svolgere l’attività logistica». Troppo spesso abbiamo visto leinfrastrutturepredadiinteressi legati alla corruzione. Un fatto cheminalacredibilitàdellegrandi opere, già percepite con fastidio dall’opinione pubblica. Quale può essere a Suo parere un rimedio per evitare fenomeni come quelli emersi dalle ultime inchieste? «Non ci sono bacchette magiche, ilfenomenodeveesserecontrollato dalle autorità competenti». Recentemente gli spedizionieri ligurihannostigmatizzatolacreazione di corridoi doganali che bypassando la dogana portuale permettono di sdoganare la merce direttamente a destinazione (caso Ikea): “Non si possono creare dei casi speciali ad hoc – hanno detto gli spedizionieri – in virtù del fatto che l’amministrazione ordinaria funziona male”. Lei è d’accordo con questo ragionamento,oicorridoisonoalcontrario una cosa utile per il nostro sistema? «È giusto stigmatizzare una prassi unica e monopolistica, si deve comprendere comunque che il futuro dovrebbe essere sbarco e proseguimento a destino della merce, per essere competitivi i porti hanno bisognodiabbatterecostididoppie manovre e celerità di consegna». Di che cosa ha bisogno oggi la logistica italiana per essere competitiva, e quali sono a suo avviso le maggiori zavorre? «La risposta riguarda anche il punto precedente: l’amministrazioneordinariadevefunzionarebene, la logistica ha bisogno di un sistema ferroviario efficiente, in modo da sviluppare l’intermodalità e buon ultimo, un’autorità centrale che organizzi l’efficiente operatività dei porti senza lacci e laccioli che soffochino i traffici». Qualisonoimercatioleinnovazionisucuilasuaaziendaintende investire nel medio-lungo termine? «La nostra posizione geografica permette di guardare con attenzione i mercati africani e orientali, ci stiamo organizzando per sviluppare le consolidate e i groupaggi per fornire alle pmi possibilità di essere presenti sui mercati esteri in tempi celeri a quotazioni competitive». Secondo i dati raccolti da Srm -StudieRicercheperilMezzogiorno, tra il 2003 e il 2013, un bilancio medio annuo di tre miliardi di dirham (281 milioni di euro) è stato investito nel settore portuale e in questo stesso periodo il flusso di trafficochehainteressatoiterminal del Paese ha fatto registrare una crescita media annua del 6%. Attualmente la logistica in Marocco impiega 300 mila persone e contribuisce al 5% del prodotto interno lordo. Il Piano Nazionale della Logistica del 2010 prevede investimenti di circa 6,5 miliardi di euro entro il 2015 e 10,8 miliardi di euro tra il 2015 e il 2030. «Di fronte a una domanda portuale futura elevata (290-370 milioni di tonnellate/anno nell’orizzonte al 2030) l’attenzione alla qualità dei servizi e della performance/competitività richiede che il sistema portuale marocchino fornisca senza indugio risposte necessarie e attese - spiega Arianna Buonfanti, analista di Srm -.Talirispostecostituisconolabase della strategia di sviluppo del sistemaportualedelMaroccoperiprossimi 20 anni». AdAlHoceimasilavoraallarealizzazione di una marina turistica (12 milioni) e al terrazzamento di parte del terreno (sei milioni). Lavori di manutenzione e ampliamento sono iniziati o prossimi a iniziare anche nei porti di Cala Iris (cinque milioni), Essaquira (quattro milioni) e Safi (quattro milioni). «La strategia portuale del Marocco al 2030 prevede investimenti tra il 2012 e il 2030 molto importanti, pari a circa 74 miliardi di dirham (6,6 miliardi di euro) - prosegue l’esperta di Srm -. Il finanziamento degli investimenti sarà effettuato sia dallo Stato o dalle agenzie portuali, sia dagli operatori del settore nell’ambito delle concessioni o partnership pubblico-privato». Il principale porto del Paese è Tanger Med che rappresenta un esempio di successo per l’economia del Marocco: inaugurato nel 2007 (la costruzione era iniziata nel2004),sièrapidamenteimposto come hub strategico per il trasbordo sulla via di passaggio tra Asia, Africa ed Europa (la Spagna dista solo 14 chilometri). Con quasi un milione di Teu movimentati nel suo primo anno di entrata in funzione nel 2007, e oltre 2,5 milioni nel 2013, si appresta ad ampliare la propria capacità a 8,5 milioni nel momento in cui sarà inaugurata l’estensione Tanger Med II, il cui finanziamento è stato in parte sostenuto dall’Arab FundforEconomic&SocialDevelopment. Tanger Med II, i cui lavori di costruzione sono iniziati nel giugno2009edovrebberoconcludersi quest’anno, avrà una capacità di 5,2 milioni di container che, unitamente ai tre milioni di Tanger Med I, renderà il complesso portuale leader nel Mediterraneo e Atlantico, con una capacità totale annuale di 8,2 milioni di Teu, sette milioni dipasseggeri,700milatir,10milioni di tonnellate di idrocarburi e deu milioni di veicoli. «I porti del Nord Africa negli ultimi anni hanno conquistato importanti quote di mercato del traffico container nel bacino del Mediterraneo per gli ingenti investimenti infrastrutturali che sono stati realizzati e per le agevolazioni normativo/burocratiche che i governi dei Paesi dell’area hanno promosso per attirare le grandi shipping company e i terminalisti», conclude Buonfanti. Sia per quello mondiale, che cresce anche oltre quanto ci si potrebbe aspettare a causa di alcuni fenomeni contingenti, sia per quello italiano, che mostra invece una tenuta strutturale.AraccontarloèMarinaMarzani, presidente di Anama (Associazione nazionale agenti merci aeree) che aderisce a Fedepsedi, la federazione italiana delle case di spedizione. «Il cargo aereo a livello mondiale -spiegaMarzani-ècresciutomolto nei primi due mesi del 2015, rispetto allo stesso periodo del 2014. A febbraio ad esempio si è registrata una crescita dell’11,7%. Questo non è dovuto completamente a un vero incremento della merce da movimentare. Questa parte ha inciso per il 4%, mentre il restante 7-8% è dovuto a altri due fattori: ilfattochequest’annoilcapodanno cineseèspostatodiunmeserispetto al 2014 e il protrarsi dello sciopero nei porti statunitensi. Questo ha fatto sì che ci fosse un aumento maggioredeitrafficifraAsiaeStati Uniti. Molte merci che avrebbero utilizzato il mare sono state spedite per via aerea. Ad esempio è successo con le auto della Toyota dal Giappone». E per quanto riguarda l’Italia? «Il cargo aereo in Italia, conside- rato in maniera globale in tutti gli aeroporti, è cresciuto del 4% nei primi due mesi del 2015 rispetto agli stessi mesi del 2014. A Malpensa l’incremento è stato del 6,5%, superiore rispetto alla media nazionale. Malpensa di fatto è l’unico aeroporto cargo che abbiamo in Italia. L’unico dove atterrano conregolaritàognigiornopiùaeromobili solo cargo. Noi come associazione cerchiamo di sviluppare Malpensa il più possibile». Considerateequilibrataquesta situazione per le esigenze della merce in Italia? «È equilibrata per il tipo di merce che movimentiamo dall’Italia. Qualche mese fa abbiamo avuto un incontro anche con l’ex-ministro delle Infrastrutture e trasporti, Maurizio Lupi, perché il governo ha varato un piano nazionale degli aeroporti. Il ministero individuava aeroporti cargo in località sbagliate: si parlava di Cuneo, Foggia, Torino come scali strategici. Per la massa critica di merce che c’è inItalia,unadispersioneèdannosa. Con quale criterio una compagnia straniera, di quelle che stanno investendo nel cargo come Etihad, Qatar Airways, Emirates, Cargolux, Cathay Pacific e tenuto conto che non abbiamo più una compagnia di bandiera, manderebbe un aeromobile di cento tonnellate a Foggia o a Cuneo, per caricare e scaricare che cosa? La massa critica è nel centro-nord, quindi è logico che sia uno e sia Malpensa l’aeroporto di riferimento per il cargo. Altrimenti ci sarebbe una dispersione tale che non si potrebbero garantire che l’aereo arrivi e parta pieno almeno all’80%, il limite per reggere dal punto di vista economico». Quali sono i temi su cui sta lavorando Anama in questo momento? «Comsea, che è il gestore aeroportuale, da una parte ha investito molti soldi e risorse umane con noi di Anama, con Assohandler e a Regione Lombardia per realiz- zare una piattaforma informatica a Malpensa dedicata alle merci, che semplificherà molto il lavoro di noi spedizionieri, degli handler aeroportuali, delle compagnie aeree. Quindi da un lato Comsea ha investito e crede nello sviluppo di Malpensa. Dall’altro però mette paletti come voler far pagare l’accesso alla cargo city (l’area merci dell’aeroporto, ndr) anche per i mezzi che devono andare a scaricare merce. Io ti porto da lavorare e per farlo devo pagare, questo non avviene in nessun aeroporto europeo. Non è un problema di costo, ma di principio». Sentite la mancanza di una compagnia di bandiera? «La compagnia di bandiera per un’associazione come la nostra dovrebbe essere un punto di riferimento. Alitalia prima aveva due hub per il cargo, Malpensa e Fiumicino.Oggil’hubèsoltantoFiumicino, dove Alitalia non ha neanche un volo cargo che atterra, ma c’è un numero considerevole di passeggeri. Noi abbiamo sofferto la mancanza di un soggetto che avesse il nostro interesse a sviluppare gli aeroporti italiani, anche se Malpensa negli ultimi due-tre anni rispetto anche a aeroporti europei più titolati di noi come cargo è cresciuta». Those who specialize in forwarding, besides fearing for their own business, counter that ‘monitored corridors’ are not absolutely necessary to cut downfreightwaitingtimesatports; other valid and tested solutions exist that achieve the same results, likeamoreefficientuseofpre-clearingproceduresandthesingle-window system. The head at Fedespedi, Piero Lazzeri, contends that, “the corridor doesn’t speed up the issue, but simply transfers the problem from point A to point B”. He points out that, while not being a critic of the project, once the experimentation phase is over, “The freedom to choose which platform in which The shippers believe that, “targeted practices to raise efficiency throughout the port,” would suffice,“tomakemoreefficientclearance results than the Northern European ports, making italian ports attractive and commercially viable once more. L ogistics is innovation and time efficiency, believes Lorenzo Forcieri, head of the Port Authority at La Spezia. “We’ve succesfully tested,” explains Mr. Forcieri, “the first customs corridor to the Santo Stefano interport. It functions very well, allowing us to extend our port’s narrow quay and address the possible issue of lack of space as traffic is now growing significantly.” To respond to increases in traffic, the Authority has put in place two initiatives,thatcomplementtheextendedquay.ThefirstistheEuropean WiderMos project, of which La Spezia is the sole Italian partner. “It’ll be important,” explains Mr. Forcieri,“formanagingfreight.It’s made up of an intangible, state-ofthe-art network that can monitor freight from the moment it enters the Mediterranean to our port and along the Thyrrhenian-Baltic axis. It allows us to provide a useful service,especiallyforselectedfreight, like Japanese and South Korean electronic components for instance,byprovidinginstantinspection of its condition throughout their route.” The concept is dear to EU officials, who would like to include in the network ports on the other side of the Atlantic, from the US to Brazil, that have routes to Europe. La Spezia’s Port Authority will also be included in that initiative: “It’s going to be the next phase of the project, we’re hoping for a further €6 million financing from the EU.” The second initiative is geared, instead, to the port community of La Spezia. It consists of a digital platform, ApNet, that will link every one involved in the logistics chain. “The program,” points out Mr. Forcieri, “has been completed and is currently being tested. It interacts with customs, operators, railways, making completely paperless all the processes of freight transport.” To obtain results quickly, the decision to form an “intangible” infrastructure is necessary, considering the time delay for constructing material infrastructure,” remarks Mr. Forcieri: “Seeing the difficul- ties in strenghtening our quays and the disputes that could mire growth in Italy, I am pinning my hopes on the new Transport Minister, Graziano Delrio, that he will work to radically simplify our sector.” The top priority for La Spezia Authority is the link between the port and interport, an intangible infra- structure that the president thinks will allow full control and security of freight. The most important step in this direction was the launch of pre-clearing procedures by customs, which has, without pouring any concrete, expanded the port’s capacity by a quarter. “We’re hopeful that the improved integration of port with interport,” says Mr. Forcieri, “will lead to new jobs centered on container handling. The Port Captaincy and Authority’s efforts in getting pre-clearing, for instance, will boost the port’s capacity by 25%, the equivalent of enlarging the quay by that amount. Herein lies the great importance of introducing this procedure. At the same time, by halving theaveragetimecargotakesbetween unloading to exiting, from 5-6 days to 2.5-3 days, we’re satisfying the port’s customers. Our average compares to that of Northern Europe. Our productivity is 4 TEUs per sq. metre, like Chinese ports. That’s the strength of the model adopted by La Spezia.” The option to go for intangible infrastructuresgoesintandemwith the plan to further strengthen railway traffic, which already is a feather in the cap of the port. Presently, 35% of its containers go on rail; that could increase, once the approval for the port railway’s upgrading project comes through. The project, according to Mr. Forcieri, has been blocked for too long pending environmental assessment. The target is to go from 35% to 50%. “The project would make it possible to have 600 metre-long trains, a record for Italy, yet one already surpassed in Europe. We’ve put aside €46 million, out of a total of €80, for this project, which first saw the light of day at the time of the Sblocca Italia decree. Una delle ultime questioni che ha animato il dibattito in Liguria ha riguardato il progetto dei corridoi doganali, in particolare quello mirato a accelerare la consegnadeicontainerdestinatiallamultinazionale Ikea. A quale soluzione si può arrivare? «Durante la nostra assemblea generale del 27 marzo a palazzo San Giorgio abbiamo precisato, in uno statement forte, la nostra posizione sui corridoi doganali. Li abbiamo definiti un “falso mito”, che anche attraverso una violazione delle disposizioni comunitarie in materia doganale, può solo portare ad una desertificazione delle attività portuali, delle sue competenze e professionalità. Noi spedizionieri siamo perfettamente consapevoli dellesfiderappresentatedallacostante evoluzione del mercato e siamo pronti a coglierle. Chiediamo però che la pubblica amministrazione mettaadisposizionedinoioperatori quegli strumenti che ci permettano di affrontare tali sfide a parità di condizioni con i nostri concorrenti europei. Come ha anche dichiaratoilnostropresidentefederale alcuni giorni fa, i corridoi doganali non esistono, sono un’invenzione tutta italiana, introdotta a favore di un’importante azienda(Ikea)cheavrebbeindicato che in assenza di una procedura ad hoc per lo snellimento (a nostro avviso presunto) delle procedure di sdoganamento e inoltro delle merci presso la propria piattaforma,avrebbedirottatoipropritraffici verso i porti del Nord Europa. Perchégliscalinord-europeidanno maggiori garanzie in termini di tempi di sdoganamento e stazionamento delle merci? Non certo per i corridoi doganali, concetto appunto sconosciuto al di fuori del nostro Paese. In realtà l’accorciamento dei tempi di stazionamento dei container al porto, può essere ottenuto attraverso una reale e concreta implementazione delle procedure di sdoganamento a mare (con necessario superamento del vincolo dell’ultimo porto) e concentrando nello sportello unico doganale tutte le attività e funzioni di controllo, incluse quelle fito-sanitarie. Questi sono i processi necessari per garantire l’efficentamento dei porti, lo snellimento e sveltimento nella gestione dei flussi delle merci, non false innovazioni che rischiano di danneggiare centinaia di imprese e mettere a repentaglio migliaia di posti di lavoro. Il concetto di corridoio logistico,accoltopositivamentealivello comunitario, rappresenta la direzione su cui dobbiamo lavorare. Noispedizionieri,assiemeaglialtri attoridellafilieralogistica,dobbiamo strutturarci per divenire quel software professionale in grado di fornire ai corridoi logistici e alle mercichevitransitanotuttiiservizi e l’assistenza, inclusa quella di matricedoganale,dicuiessinecessitano». Il rapporto fra spedizionieri e doganaèinunmomentopositivo. questa vicenda può incrinarlo? «A livello locale, i rapporti con l’agenzia delle Dogane hanno con- tinuato a rafforzarsi durante questi ultimi anni. In particolare, la collaborazione avviata con la direzione interregionale e con gli uffici di Genova 1 e Genova 2, di recente costituzione, hanno permesso un tavolo di discussione propositivo eundialogodirettotesoadaffrontare con spirito di critica positiva le debolezze nell’andamento del pre-clearing e dello Sportello unico. Abbiamo trovato interlocutori attenti e capaci, pronti a cogliere nuovispuntidimiglioramento.Ora auspichiamo che questo dialogo possa portare ad un miglioramento complessivo del sistema portuale, attraverso cui si possa evitare il rischio che la macchina politica sostenga i corridoi doganali, che - come detto - non portano né efficienza né maggiore produttività». In ambito logistico oggi si parla molto di questioni tecnologiche e procedurali e meno di infrastrutture e spazi, anche a causa dei costi: questo potrebbe cambiare la mappa dei nodi logistici? Siaspettacheinfuturagliinvestimenti in infrastrutture possano tornare ad essere importanti? «Oggi, tutti i più importanti sistemi portuali europei basano il proprio successo e le proprie strategie di sviluppo, in vista delle sfide rappresentate dal gigantismo navale, su due tipi di investimento: quelli relativi all’adeguamento delle proprieinfrastruttureequellichemiranoadunaefficaceriorganizzazione della propria capacità operativa e tecnologica.Sialadimensioneportuale hardware (che include necessariamente anche la capacità della rete stradale e ferroviaria di collegamento) che la modalità di gestione software, basata su piattaforme informatiche condivise e dialoganti, sono elementi imprescindibili neiprocessidisviluppoediselezione naturale degli hub strategici a livello europeo che diventeranno i capolinea delle principali rotte internazionali. Basta guardare ai modelli di Amburgo, Rotterdam e Anversa per rendersi conto di quanto gli investimenti in tecnologia e quelli in infrastrutture materiali vadano di pari passo nel processo di sviluppo di un sistema portuale che voglia affermare la propria importanza a livello internazionale». LORENZO FORCIERI,PRESIDENTE DELL’AUTORITÀ PORTUALE: «SEMPRE PIÙ EFFICIENTE IL COLLEGAMENTO CON L’INTERPORTO DI SANTO STEFANO» La Spezia, ecco il porto della velocità: WiderMos, ApNet, pre-clearing. Con una media di utilizzo degli spazi da porto cinese L a logistica è innovazione e velocità, secondo Lorenzo Forcieri, presidente dell’Autorità portuale della Spezia. «Abbiamo sperimentato con successo - spiega Forcieri - il primo corridoio doganale con il retroporto di Santo Stefano. Funziona molto bene, ci consentirà di allungare la banchina stretta del nostro porto e risolvere problemi di spazio che il porto rischia di avere adesso che i traffici crescono in maniera importante». Per far fronte a questo aumento, l’Authority ha messo in campo due iniziative che si affiancano a quella della banchina lunga. La prima è il progetto europeo WiderMos, di cui il porto della Spezia è l’unico partner italiano. «Sarà importante - spiega il presidente - per la gestione della merce. È un’infrastruttura immateriale che consente il monitoraggio della merce dal suo ingresso nel mar Mediterraneo fino al nostro porto e sull’asse Tirreno-Baltico. Rende possibile offrire un servizio utile soprattutto alle merci pregiate, come ad esempio i componenti elettronici che arrivano da Corea del Sud e Giappone, fornendo un controlloistantaneodellalorosituazione lungo tutto il percorso». L’idea piace molto ai funzionari dell’Unione europea, che vorrebbero estenderla anche ai porti collegati con l’Europa dell’altra sponda dell’oceano Atlantico, dagli Stati Uniti al Brasile. porto - dice Forcieri - porti allo sviluppo di attività legate ai container che diano lavoro. Ad esempio il preclearing, per cui Capitaneria di porto e Autorità portuale si sono spesi molto, aumenta del 25% la capacità dello scalo, come un equivalente ampliamento della banchina. Questa è la grande importanza di questa procedura. Nello stesso tempo diamo soddisfazione ai clienti del porto, dimezzando il tempomediodalloscaricoall’uscita della merce da cinque-sei giorni a due e mezzo o tre giorni. Sono medie da Europa settentrionale. Abbiamo una produttività di quattro teu a metro quadrato, come i porti cinesi. È questo che rende forte il modello Spezia». Anche questa iniziativa vede la partecipazione dell’Autorità portuale della Spezia: «Sarà il prossimosviluppodelprogetto,speriamo in un ulteriore finanziamento di sei milioni di euro da parte dell’Unione europea». Si tratta della piattaforma informatica ApNet, che consentirà di far comunicare tutti i soggetti che hanno a che fare con la catena logistica. «Il programma - afferma Forcieri - è stato ultimato e viene attualmente testato. Interagisce con dogane, operatori, ferrovie, informatizzando completamente tutti i processi legati alla movimentazione della merce». La scelta delle infrastrutture immateriali è quasi obbligata per ottenere risultati rapidamente, vistoilritardocheilpresidentesegnala sulla infrastrutture materiali: «Viste le difficoltà a rafforzare le banchineeicontenziosichepesano sulle possibilità di sviluppo del nostropaese,contomoltocheilnuovo ministro dei Trasporti, Graziano Delrio, operi una decisa semplificazione in questo settore». Per l’Authority spezzina la priorità è il collegamento fra porto e retroporto, un’infrastruttura immateriale che secondo il presidente rende possibile il pieno controllo e l’assoluta sicurezza delle merci. Expo il banco di prova Avesani: “The market for outsourcing companies like our own is growing larger and larger” G li interporti italiani sono ormai una realtà diffusa su tutto il territorio nazionale, dal Veneto alla Sicilia, dalla Campania alPiemonte.Cresciutiprimainmaniera disorganizzata e concentrati soltanto nell’Italia settentrionale, hanno avuto un impulso con la legge 240 del 1990, che ha finanziato alcune opere cercando di creare una rete nazionale che fosse utile allsistema logistica.La legge,selezionando alcune strutture prima di altre, ha portato prima alla nascita di un’associazione, Assointerporti, che riuniva le strutture finanziate. Altri interporti si riunirono in una diversa associazione, Federinterporti, finché nel 2003 si arrivò a un accordo che riunì tutte le principali strutture italiane in Unione interporti riuniti (Uir), il cui primo presidente è stato Rodolfo De Dominicis. Durante il proprio mandato, De Dominicis, allora presidente anche dell’interporto di Catania, ha segnato la fase di sviluppo successivo della rete. Dall’esperienza diUirèpartitoperunnuovoprogetto, denominato Uirnet, con l’obiettivo di modernizzare e mettere a sistema grazie alle nuove tecnologietelematicheiserviziditrasporto e stoccaggio della merce. Quel progettoharicevutonel2011contributi pubblici per 3,4 milioni di euro, oggi è in fase avanzata, ma suscita anchediffidenzainalcunisegmenti dello stesso sistema logistico, in particolare per il suo collegamento con i “fast corridor” fra porti e retroporti promossi dall’Agenzia delle dogane. Presidente De Dominicis, che bilanciosipuòfaredellosviluppo degli interporti italiani negli ultimi anni? Le leggi che hanno fi- nanziato la rete nazionale sono state positive? «Gli interporti negli ultimi anni hanno subìto l’impatto della crisi. In ogni caso gli interporti hanno dato una mano fondamentale nel mantenimento della quota modale su ferro. La legge 240/90 è stato lo strumento fondamentale per fi- nanziare l’intermodalità. Oggi la legge è obsoleta e non è allineata alle nuove regole della Ue: è per questocheoccorreunanuovalegge sugliinterporti,magariconsiderata come parte del più generale riordino della logistica e della portualità». Che ruolo vuole avere Uirnet nello sviluppo di queste struttu- re? «UirNet ha il ruolo che le destina la legge 27/2012 e cioè è il soggetto attuatore unico della Piattaforma logistica nazionale digitale (Pln), che collega i nodi del sistema logistico nazionale (porti, interporti, centri merce, piastre dei privati), determinando uno scambio continuo di dati provenienti dai flussi di merce che si spostano, ciò ai fini dell’incremento della sicurezza e efficienza del sistema. UirNet potenzia quindi il ruolo degli interporti nel sistema logistico nazionale». Che rapporto ha Uirnet con gli altri nodi intermodali, come porti e aeroporti? «UirNet non ha ruolo sugli aero- porti, sui porti invece è la cinghia di trasmissione digitale fra i Port community system portuali ( Pcs, le reti telematiche che permettono lo scambio di informazioni fra gli operatorieconlapubblicaamministrazione,ndr)edisistemiinformatici terrestri, come Pil (Piattaforma integratadellalogistica)ePic(Piattaforma integrata di circolazione) di Ferrovie dello Stato». Quali sono i programmi di Uirnet per il futuro? «UirNet sta portando avanti la ricerca del gestore della Pln a partire dal promotore già individuato. Sta realizzando moduli specialistici sia a Nord che a Sud del paese, sempre interfacciati con la Pln. In particolare, a Nord è stato realizzato il corridoio doganale controllato dai porti liguri verso La Spezia e Expo 2015. A Sud vari moduli gestionali, direttamente collegati con la Pln, in molte regioni dell’obiettivo 1. In particolare il Port community system di Taranto, il modulo di gestione delle aree di sosta a Catania, il modulo di gestione delle merci pericolose in Calabria e Sicilia». Che cosa pensa dei timori degli spedizionieri nei confronti di Uirnet? «Penso che ogni innovazione generi una reazione. Sono del parere che ci siederemo intorno ad un tavolo e troveremo tutte le soluzioni necessarie a risolvere i problemi esposti. UirNet è un’opportunità, nonunproblemaperognicategoria di operatori, compresi gli spedizionieri. Sediamoci a lavorare insieme, invece di buttare tutto a mare, seguendo le cattive prassi che ci vedonoallineatinelrankingeconomico mondiale verso il basso fra i paesi industrializzati». It is a fact that undermines the credibility of major construction projects, which are already perceived as a nuisance by public opinion. In your opinion, what remedy would avoid results like those revealed by the latest investigations? “Everyone has seen the reports. In my opinion the solution is very simple.Evenmajorprojectsshould be carried out and paid for by private investors and not by the Italian State, which should be called upon to play an exclusively monitoring role. Projects should finance themselves over time and only in a few and in your opinion, what is the dead wood in our system that should be eliminated? “Italian logistics first of all needs modern, functional and efficient infrastructure for its ports and airports. These corridorscouldbeusefulforexperimenting with less bureaucratic and more modern solutions, but they should of course apply to the entire system. Chi investe lo fa ponendo particolare attenzione al ritorno economico. Secondo me è presto per fare una valutazione definitiva su questo argomento ma di certo il fenomeno è un segnale positivo che trasmette anche una rinnovata fiducia in questo mercato». Troppo spesso abbiamo visto leinfrastrutturepredadiinteressi legati alla corruzione. Un fatto cheminalacredibilitàdellegrandi opere, già percepite con fastidio dall’opinione pubblica. Quale può essere a Suo parere un rimedio per evitare fenomeni come quelli emersi dalle ultime inchieste? «La parola d’ordine deve essere trasparenza in tutte le fasi che riguardano sia la concessione degli appalti che la realizzazione delle operepubbliche.Ilsistemavariformato anche se ciclicamente, purtroppo, qualche caso di malaffare emerge. Sarebbe anche buona regola che chi è stato inquisito e condannato non possa più ricevere incarichi pubblici o influenzare la vita politica locale e che le aziende coinvolte non siano più ammesse a nessuna gara prevedendo anche la rescissione dei contratti in corso. Tuttavia voglio essere positivo e sono convinto che di persone oneste, manager e amministratori, ce ne siano molti. Vanno individuati e messi nelle condizioni di lavorare bene. E soprattutto vanno rapidamente approvate norme di maggiore trasparenza e chiarezza. Alcune sono da tempo giacenti in Parlamento. Denunciare solo quello che non va non fa bene all’immagine del nostro paese all’estero scoraggiando così i possibili gli investitori. Questo andrebbe considerato un po’ di più». Recentemente gli spedizionieri ligurihannostigmatizzatolacreazione di corridoi doganali che bypassando la dogana portuale permettono di sdoganare la merce direttamente a destinazione (caso Ikea): “Non si possono creare dei casi speciali ad hoc – hanno detto gli spedizionieri – in virtù del fatto che l’amministrazione ordinaria funziona male”. Lei è d’accordo con questo ragionamento,oicorridoisonoalcontrario una cosa utile per il nostro sistema? «I corridoi doganali sono e devonocontinuareadessereun’opzione importantissima se si crede nella logicadiretetrainfrastrutturecome possono essere porti ed interporti. La strada mi sembra segnata. Poi chiaramentelesituazionivannovalutate ma, come orientamento, sono assolutamente favorevole e la interpretocomelastradadapreferi- re». Di che cosa ha bisogno oggi la logistica italiana per essere competitiva, e quali sono a Suo avviso le maggiori zavorre? «Il problema abbraccia due settori: le infrastrutture e i servizi. Per quanto riguarda le infrastrutture vanno eliminati tutti i colli di bottiglia che ostacolano lo sviluppo del tessuto economico che ruota intor- no a quel nodo. Per quanto riguarda i servizi è proprio lì che si gioca la partita della competitività. Un container che entra nel Mediterraneo e deve scalare in Italia trova tempi lunghi per le operazioni doganali al punto che ancora purtroppo molti preferiscono fare 5/7 giorni di navigazione in più e scalare a Rotterdam o ad Amburgo anche se la destinazione finale del contai- ner è il nord Italia. Questo è sempre piùinaccettabile.Denunciarloperò non basta: occorre agire. Altro aspettofondamentaleèquellodella integrazione dei nodi logistici consideratelenostregeneralmentepiccole dimensioni e la necessità di attrarre traffici per far svolgere nel nostro paese attività logistica altrimenti destinata ad altre nazioni. Nelle Marche da questo punto di “Interporto Marche tra Europa e Territorio” vistastiamocercando,purconmolte difficoltà, di fare sinergia tra tuttiinodiinfrastrutturalimapenso che questa visione debba essere nazionale,superandotuttigliattuali piccoli e grandi campanilismi e localismi». Qualisonoimercatioleinnovazioni su cui la Sua azienda o il Suo ente intendono investire nel medio-lungo termine? «L’Interporto delle Marche è una infrastruttura al servizio di un territoriopiùampiodiquellodeiconfini regionali e guardiamo all’Umbria ed alle altre regioni confinanti. Sviluppumbria è stata incaricata con noi, dal suo governo regionale, di contribuire allo sviluppo dell’intermodalità. Si tratta di un percorso virtuoso. Avere visione unitaria è importante ma non è sufficiente. Per far crescere questo settore occorre che il sistema industriale comprenda i vantaggi per possono derivare per tutto il tessuto imprenditoriale effettuando operazioni a valore aggiunto che partono dall’aperturadeicontainerchescalano ad Ancona. Per quanto concerne i mercati, è chiaro che la maggior parte delle merci vanno verso nord e verso l’Europa centro-orientale anche se noi abbiamo traffici settimanali con la Puglia, con il porto di Livorno, con le acciaierie di Terni e con il Belgio. Il mercato è in continua evoluzione. Nostro compito è intercettare sempre nuove opportunità e metterle a disposizionedelle26aziendechelavorano all’interno dell’Interporto delle Marche». Un’area logistica di 54 ettari, investimenti per 130 milioni di euro Vocazione europea, radicamento territoriale e dinamismo progettuale caratterizzano l’dentità dell’Interporto delle Marche. L’Interporto, società pubblico-privata partecipata al 62,72% dalla Regione Marche, è parte del core network delle reti europee Ten-T. La piattaforma logistica, che ha sede a Jesi, in provincia di Ancona, è stata individuata come “Rail-Road Terminal (Rrt)”, ovvero nodo nel quale è previsto lo scambio modale tra “gomma” e “ferro”, con vocazione allo sviluppo dell’intermodalità. Questa scelta rappresenta la conferma del ruolo dell’Interporto delle Marche nel panorama intermodale italiano ed europeo e il rafforzamento della Piattaforma Logistica delle Marche. Esteso su una superfi- cie di 54 ettari già urbanizzati, la Società ha programmato investimenti in opere infrastrutturali, impianti e immobili per 130 milioni di euro. Sono attualmente in corso i lavori di realizzazione della stazione ferroviaria “Jesi-Interporto” che consentirà l’instradamento diretto dei treni merci lungo la linea Orte-Falconara. Ma «l’infrastrutturazione del territorio - evidenzia il presidente, Roberto Pe- saresi - non è di per sé sufficiente per raggiungere risultati in termini di incremento di traffico. Occorre lavorare sul modello gestionale e di integrazione dei servizi, coinvolgendo altre infrastrutture, operatori ed enti, per vincere la sfida competitiva con i concorrenti europei». Per quanto riguarda i rapporti con il territorio, quello in cui è inserito l’Interporto delle Mar- che è un reticolo logistico complesso, con 4 collegamenti ferroviari stabili con altrettanti hub logistici nazionali. Un treno settimanale con carta e derivati arriva a Jesi dal porto di Livorno, dove si sbarca materiale proveniente dal Sud America; un treno settimanale con la Puglia per il trasporto di acqua minerale alla Gdo; un collegamento settimanale con l’acciaieria di Terni. A tutti questi si aggiunge un collegamento con l’hub di Milano-Melzo. A riconoscimento dell’impegno per l’innovazione è arrivato un importante premio. In other words, explaining to the public that the politics of ‘Not in My Backyard’ lead nowhere, but that even in Italy, it is time to learn to think as a people and not only as individuals. D espite its difficulties, like the attack on the Bardo Museum, Tunisia is making progress on the modernisation of its economy. The efforts of the government in Tunis are mainly concentrated on maritime transport, given its importance: 98% of internationalcommerceinthecountrytravels by sea. Alongside the reforms that are liberalising port services and encouraging private initiative, the North African country has embarked on an impressive investment plan in the port sector, which provides for the modernisation of existing ports, the creation of thirdgeneration ports and their connection to land transportation networks.“InrecentyearsTunisian maritime transport has been the protagonist of various reforms that favourthe liberalisation ofport services, the establishment of competition, the encouragement of private initiative and the improvement of management structures in the port,” as explained by the SRM study(“StudieRicercheperilMezzogiorno”). “Besides promoting the movement of goods, Tunis also aims to improve logistics efficiency to reduce costs in terms of Gross Domestic Product.” Some studies actually show that the cost of logistics in Tunisia is relatively high (20% of GDP) compared to countries with similar economic conditions (on average 15% of GDP) and European countries (between 7% and 10% of GDP). This means that an improvement in logistics efficiency could lead to a five point increase in Gross Domestic Product. According to the government’s plans, it will occupy an area of 1,000 hectares, including 3,600m of docks for containers and 1,400m for bulk cargo, and will have a channel depth of 17m, for an overall capacity of five million TEU and four million tonnes of bulk cargo. The cost of the project, which will be divided into three phases (2012-2016, 20162027andafter2027)is€1.4billion, afigurethatincludesacontribution of private capital. Certainly less lavish, but with muchgreaterchancesofbeingbuilt without major setbacks, is the project to build a station for cruise ships near the port of La Goulette, which is to cost 40 million dinars (about €21 million). “Tunisia is now linked to the Mediterranean and European ports thanks to 23 shipping lines with daily departures to Marseilles and Genoa,” SRM’s experts write, “Besides these, new lines were launched recently intheMaghrebregion,inparticular a direct Tunis-Algiers line.” Alongside work to develop the port system, the Tunisian government also plans to create a National Logistics Council, whose task will be to prepare statutes for logistics service providers and to improve coordination in the logistics field. It is a fact that undermines the credibility of major construction projects, which are already perceived as a nuisance by public opinion. In your opinion, what remedy would avoid results like those revealed by the latest investigations? «Thekeywordshouldbetransparency at all stages, that covers both the award of contracts as well as the construction of public works. The system needs to be reformed even if cyclically, unfortunately, some cases of wrongdoing emerge. It would also be wise to create a rule according to which those whohavebeenprosecutedandconvicted can no longer receive public office or influence the local political life and that the companies involved are no longer admitted to any tender. The rule could also pro- vide for the termination of contracts in progress involving those entities.However,Iwanttobepositive and believe that there are still many honest people, managers and administrators. They should be identified and placed in key positions to work productively. And most of all, we should quickly establish regulations ensuring greater transparency and clarity. Some have long been awaiting approval in Parliament. Exposing only the faultsisnotbeneficialfortheimage of our country abroad, because it results in discouraging investors. This should be considered more seriously». Recently, Liguria’s freight forwarders have stigmatised the creation of customs corridors that make it possible to bypass customsintheportandhavegoods cleared directly at their destination (which is the case for IKEA). The freight forwarders said, “We should not create special ad hoc procedures simply because the ordinary administration doesn’t work well.” Do you agree with this reasoning, or on the contrary, are the corridors a useful thing for our [logistics] system? «The customs corridors are and should continue to be an important option if we are to count on the logic of network infrastructure between ports and dry ports. As for services, that is exactly where the game of competitiveness is played. A containerthatenterstheMediterranean andmustreachItalyhastogothrough such time consuming customs operations that still, unfortunately, many prefer to spend 5 to 7 extra daysatseaandunloadinRotterdam or Hamburg, even if the final destination of the container is Northern Italy.Thishasbecomeincreasingly unacceptable. But identifying the problem is not enough: we must act. Another key aspect is the integration of logistic nodes that are generallyconsideredsmallinterms of our own dimensions, and the need to attract within our country traffic and logistic activities which would normally be destined for other nations. In the Marche, from this point of view, we are trying, albeit with great difficulty, to make synergies between all nodes in the infrastructure, but I think this should be a national vision, exceeding all current small and large provincialism and localism». For this sector to grow it is essential that the industrial system offers rewards that can benefit the entire business fabric by performing value-added operations starting from the moment a container is opened in Ancona. As for the markets, it is clear that most of the goods are destined for Northern, Central and Eastern Europe even if we have weekly trades with Puglia, with the port of Livorno, with the Terni steelworks and Belgium. The market is constantly evolving. Our task is to intercept new opportunities and make them available to the 26 companies that work within the Interporto delle Marche». Expan- sionandmaintenanceprojectshave also begun or are about to begin in the ports of Cala Iris (five million), Essaquira (four million) and Safi (four million). “Morocco’s port strategy for 2030 calls for very large investments between 2012 and 2030, worth about 74 billion dirham (€6.6 billion),” the SRM expert continued, “The investmen- ts will be financed by the state or by the port agencies, either by the operators in the sector in the context of their concessions or through public-private partnerships.” The biggest port in the country is Tanger Med which is a shining example of success in the Moroccan economy. It opened in 2007 (construction began in 2004), and quickly won success as a strategic hub for transshipment between Asia, Africa and Europe (Spain is only 14km away). Having moved almost a million TEUs in its first year of operations in 2007, and over 2.5 million in 2013, the port is rushing to expand its capacity to 8.5 million with the openingoftheTangerMedIIextension, whose financing was partly supported by the Arab Fund for Economic & Social Development. Tanger Med II, whose constructionbeganinJune2009,andshould be completed this year, will have acapacityof5.2millioncontainers, which together with Tanger Med I’s capacity of 3 million, will make the complex the leading port in theMediterraneanandtheAtlantic, with a total annual capacity of 8.2 million TEU, seven million passengers,700,000lorries,10million tonnes of hydrocarbons and 2 millionvehicles.“Inrecentyears,NorthAfrica’sportshavewonasignificant share of the container traffic market in the Mediterranean Basin because of the huge investments that were made in infrastructure and the loosening of regulations/ bureaucratic requirements that the governmenthaspromotedtoattract the major shipping companies and terminal operators,” Buonfanti concluded.
