1 BACKGROUND
The Output 1.1- Database of the Existing Strategies is the main output of the WPT1
(Analysis of existing strategies on SGI on a regional and inter-municipal level), the
objective of which is to collect and analyse all SGI strategies in the Alpine space that are
relevant for SGI delivery. In order to prepare the on-line database (D 1.1.2, D 1.1.3), first
the Regional collection of strategies (D 1.1.1) needed to be performed.
The aim of the deliverable 1.1.1 is for the PPs (10), from all five participating countries
(Austria, France, Italy, Slovenia, and Switzerland), to provide the relevant SGI documents
(in the digital form as .pdf or .docx documents) with a short description, to serve as an
input for the on-line database. The responsible partner for the WPT1 is the University of
Ljubljana (UL; Slovenia), therefore, the work guidelines and the material (fill-in forms,
common table for all of the collected strategies) used to conduct the deliverable were
provide by the UL.
The Regional Collection of Strategies started in March 2016 and lasted until July 2016
with some minor moderations possible until mid-September (some documents have
changed, for some documents, partners decided to add/remove them to the database
after they had carefully studied them). When selecting on an individual document for
the database, the PPs considered the following criteria:
(1) the document refers to one (or more) of the examined SGI sectors (general, regional
development, basic goods, social care, education, health, infrastructure, and transport),
(2) the document is either of strategic (strategies, guidelines, plans) or/and legal
(legislative acts) importance for the delivery of SGI,
(3) the representation of the documents at all administrative levels (national, regional,
local) should (if possible) be balanced.
For the collection of strategies, only the basic data on the documents was collected. The
PPs were provided an Excel form to fill in with the following categories: country,
territorial unit, sector, type of the document (policy, legislation, programme etc.), legal
status, web link, and inclusion of the integration as a concept. Later on, either a basic or
a more detailed profile was prepared by the PPs for all of the chosen documents (see
the report on the preparation of the database – D 2.1.2), to serve as an input for the online database.
Finally, all together the participating countries collected and reviewed 256 documents
(see the list in the Appendix 1) to be introduced in the on-line database. Austria
participated 36 documents, France 39, Italy 37, Slovenia 45, and Switzerland 59.
The regional collection – all of the documents - is available on request as a digital
collection on CD (Appendix 2) at the University of Ljubljana, Slovenia.

2 STATISTICAL REVIEW OF THE REGIONAL COLLECTION
2.1 Basic statistics
As part of the regional collection, altogether 256 documents were collected and further
on introduced in the on-line database. Austria contributed 36 documents, France 39,
Italy 37, Slovenia 45, and Switzerland 59.

The PPs listed the collected strategies in the pre-designed fill-in forms, and later on
prepared either a basic (form A; 95 documents in total) or a more detailed profile (form
B; 161 documents in total) of the documents. In detail Austria presented 27, France 31,
Italy 46, Slovenia 20, and Switzerland 37 documents.

2.2 Division by sectors
The overview of all of the submitted documents (Table 1, Figure 3) shows a more or less
balanced division of around 30 documents per sector (12-15%). However, the regional
development is with 50 documents (20%) better represented, opposite to the less
represented basic goods sector with only 9 documents (3%). The reason for
underrepresentation is that some of the countries (France, Switzerland) do not have
legislation or policy documents addressing basic goods.

Looking at the division of the documents by sector for all of the participating countries
(Figure 4), the regional development sector is in comparison to the others slightly better
represented by France (16 documents). The same goes for the social care sector with 14
documents (France). In the health sector, Switzerland participated 12, whereas, other
countries contributed between 3 and 7 documents. Similarly, in education sector there

are 11 Swiss, and only 2 Austrian, whilst other countries equally participated 6
documents each. Under “general” Switzerland listed only one document whereas, other
countries contributed from 6 to 9.

2.3 Type of documents
The analysis of the types of the documents shows, the SGI provision is in majority
regulated by legislation (125 documents in total), followed by strategies (64 documents
in total), and guidelines (14 documents in total). The same number of action plans and
programmes is identified (9 documents in total). Quite a large number of documents is
classified as “other” (35), meaning these do not categorize as one of the types listed
above, for example reports, national policies, development plans, resolutions, concepts,
ordinances and regulations.
Looking at the types of the documents by countries, France is the only one with
“strategy” being the most represented type, whilst in all the other countries that is
“legislation”.

2.4 Duration of documents
Regarding the duration of the documents, the majority are unlimited in all countries
with the exception of France where most (30) have limited duration. Austria has almost
an equal number of limited (14) and unlimited (13) documents.
