EXECUTIVE SUMMARY
In 2004, the Villa Tarabya, a timber structure on the shores of the Bosphorus, was perceived as a
building in such a perilous physical condition that its collapse was considered a serious possibility
and that restoration would cost €10 million . Investigations undertaken by experts in the conservation
of timber structures from the ICOMOS International Wood Committee and the Turkish Timber
Association demonstrated that most of the building is in relatively good condition and that the
structural problems (mainly caused by lack of maintenance) are few and clearly identifiable.
Consequently, restoration will cost substantially less than had been previously estimated. At the
request of the Italian Ministry of Foreign Affairs, the report and budget for conservation of the
main building only, originally prepared in 2004 and updated in 2005, was extended to cover the
whole complex, including conversion of the main building to permit use for the promotion of
“Made in Italy”.. Following further meetings in Istanbul and Rome in 2006, it is proposed that the
project should start with emergency works (including propping the structure over the main staircase)
and the studies and documentation necessary to produce a full conservation proposal. The present
report concerns identification of faults and the proposal for emergency propping. International coordination for the process of investigations and the preparation of preliminary proposals and budgets
has been led by the ASSOCIAZIONE PALATINA-ISTANBUL, in collaboration with the Italian
Chamber of Commerce in Turkey.
COMMISSION TO PREPARE A CONSERVATION PROPOSAL FOR THE VILLA TARABYA
On the occasion of the UNESCO-sponsored search conference Managing Historic Istanbul, held on
October 2004, the Italian Institute of Culture in Istanbul requested assistance from the President of the
ICOMOS (International Council on Monuments and Sites) International Wood Committee to reassess
the condition of the Villa Tarabya, which was at that time perceived as in danger of imminent collapse and
with restoration costs that were thought to require the unattainable sum of €10 million. Specifically, at a
meeting on 15th October 2004, the ASSOCIAZIONE PALATINA-ISTANBUL was requested to produce a
confidential report on the building, in collaboration with timber conservation experts from the ICOMOS
International Wood Committee, the ICOMOS Turkey Wood Committee and the Turkish Timber
Association.* The brief was to prepare an outline conservation proposal that could be implemented as
economically as possible in phases costing approximately €70,000 per annum, with an initial aim of making
the building secure and waterproof.
By arrangement with the Italian Embassy in Turkey, a technical team consistingof David Michelmore
(President, ICOMOS International Wood Committee), Emine Erdogmus (President, ICOMOS Turkey
Wood Committee), and Ersat Demirel (Board Member, Turkish Timber Association) initially inspected the
Villa Tarabya on two occasions in October 2004, with co-ordination and liaison with the Italian authorities
being provided by Eugenia Bolognesi Recchi-Franceschini (President, ASSOCIAZIONE PALATINAISTANBUL). The areas showing signs of damage to the timbers were investigated by the ICOMOS/TTA
expert team and the cause of the damage determined. In accordance with the brief, a budget was then
prepared by David Michelmore and Esat Demirel for economical repairs to the main building only, with
professional fees kept to the very minimum. The report and budget was finalised on 26 November 2004 and
transmitted to the Italian authorities by the ASSOCIAZIONE PALATINA-ISTANBUL; the report demonstrated
that conservation of the building was feasible both in terms of practicalities and budget and that damage was
limited and due to clearly identifiable causes, mainly resulting from lack of maintenance of the rainwater goods.
* ICOMOS (International Council on Monuments and Sites) is an organisation of international professionals specialising in the conservation of architectural heritage and is the international expert body with primary responsibility for
advising UNESCO on tangible cultural heritage. The TURKISH TIMBER ASSOCIATION has been responsible for a
UNESCO-endorsed “Save Our Roofs” Campaign to save the timber architectural heritage of Istanbul and represents timber conservation experts in the city. The ASSOCIAZIONE PALATINA-ISTANBUL is an international NGO
based in Rome and Istanbul which is responsible for a UNESCO-endorsed project for the valorisation of the heritage
of the core of the historic city, a project which is supported through a protocol with the Italian Ministry of Culture.

The input of the ICOMOS/TTA/ASSOCIAZIONE PALATINA-ISTANBUL team and the realisation that
conservation was financially feasible made possible the preparation of active proposals for fund-raising to
carry out the restoration. Following consultation with the Ambassador of Italy to Turkey, at meetings at the
Italian Cultural Institute and Italian Chamber of Commerce, held on 8th and 16th September 2005, the
ASSOCIAZIONE PALATINA-ISTANBUL was requested collaborate with the ICOMOS and TTA experts in
revising the 2004 report and updating the budget. Further site visits were made, some in the company of A.
Giuseppe Moggi, President of the Italian Chamber of Commerce in Turkey. In October 2005, by
arrangement with the Italian Embassy, the area of most serious damage, over the stairs, was partially
opened up to ascertain the cause of the sagging of this part of the timber structure.
Meanwhile, the exterior of the building had been scaffolded, a proposal that had been made at a time when
the building was incorrectly thought to be in danger of imminent collapse, and the caretakers were withdrawn
in July 2005. The scaffolding provided easy access for thieves, who caused extensive damage and stole all
the chimney pieces and much other architectural detail in August 2005. The budget in the revised report
therefore included costs to cover this new damage. At the request of the Italian Chamber of Commerce,
guards have since been reinstated.
In 2005, during his State Visit to Turkey, the President of Italy had announced that the Villa Tarabya was
to be restored and a brochure had been issued by the Embassy of Italy in Ankara. On 23rd March 2006
a meeting was held at the Ministry of Foreign Affairs in Rome, also attended by Paola Piccinini Tosato
(Deputy Chairman of SIMEST), Eugenia Bolognesi (ASSOCIAZIONE PALATINA-ISTANBUL) and
David Michelmore (ICOMOS International Wood Committee). The meeting decided that it was practical
to restore the building in a single campaign rather than over a number of years, as had previously been
considered, and that the conservation proposals were complimentary to the proposals for reuse that had
been prepared by Prof. Gian Michele Calvi (University of Pavia). The meeting requested that the ICOMOS/
TTA expert team should therefore revise their previous report to accommodate proposals for reuse,
conversion of the outbuildings to living accommodation and for works to be undertaken as a single, rather
than a staged, process, and to prepare a revised budget to cover the extra works envisaged. The updated
report was completed on 11 April 2006 and forwarded to the Italian authorities by the ASSOCIAZIONE
PALATINA-ISTANBUL.
Following a meeting in the Italian Foreign Ministry in May 2006 attended by representatives of SIMEST
and the ASSOCIAZIONE PALATINA-ISTANBUL, a visit to Istanbul of Italian experts was agreed and
supported by the Ministry. on 4th and 5th June 2006, two site visits and three meetings were held, two of
the meeting taking place at the Villa Tarabya and one at the Consulate General of Italy. Present were
representatives of the Ministry, the Consulate, SIMEST, the ASSOCIAZIONE PALATINA-ISTANBUL
as well as the ICOMOS/TTA expert team. In addition, this visit also provided the first opportunity for a
site inspection by Prof. Dr. Gennaro Tampone, the Secretary General of the ICOMOS International
Wood Committee. In-depth discussion of the needs and approaches to the conservation of the Villa
Tarabya during these meetings resulted in a decision that funds should be raised to prioritise emergency
repairs and the examination and study of the building necessary to prepare the full conservation proposal.
Subsequent to the Istanbul meetings, Prof. Tampone prepared full proposals on the emergency works and
a proposal and budget for the necessary investigations. The proposals for the emergency works were
transmitted to the Italian Foreign Ministry by the ASSOCIAZIONE PALATINA-ISTANBUL.
On 27 September 2006, a meeting of potential donors was held in the Italian Ministry of Foreign Affairs,
also attended by representatives of SIMEST, by David Michelmore and Gennaro Tampone (ICOMOS
International Wood Committee), Eugena Bolognesi and Glora Arditi (ASSOCIAZIONE PALATINAISTANBUL) and by Diana Barillari, the international expert on Raimondo D’Aronco (University of Trieste
Friuli Venezia Giulia).

The present report builds on the earlier investigations, but is focussed on a condition analysis, the proposed
emergency works and the investigations necessary to prepare the full conservation proposal.
INTRODUCTION
At the time the process of investigation was initated in 2004, it had been suggested that the Villa Tarabya
was overall in extremely bad structural condition and indeed could be in danger of collapse. The investigations
showed that this was not the case and that areas of damage and consequently threat to the integrity of the
building could be easily identified and rectified in situ, without need for extensive dismantling and most
importantly without need for constructing an expensive overall shelter structure. The causes of damage are:
- lack of maintenance of roof drainage;
- lack of repair to the tile covering following storm damage in 1999;
- damage by vandalism to the fallpipes, which has not been repaired; a leaking WC;
- poor housekeeping by the former caretakers;
- theft of architectural detailing in August 2005.
The main structural problems:
1. The two columns at the top of the main stairs do not directly support a beam, as the main structural
member supporting this part of the roof structure is located to the north, over the landing. This is
seriously decayed and the frame above has sagged downwards over the two columns. Since the timber
structure above the two columns is sagging, the box gutter which it supports drains towards the middle
of the building rather than towards the ends, as it should. Therefore 25% of the water which falls onto
the roof drains directly into the building. This is an extremely serious fault which must be rectified as
soon as possible. Failure to do so will result in collapse of the roof over the staircase.
2. Zinc is not a particularly long-lasting material and there are holes in the valley gutters on the southern
side of the roof - eight in all. It is therefore proposed that the rainwater goods should be upgraded to
copper. None of the fallpipes extend to the ground - some are not connected to the roof gutters at all,
while others have their bottom halves missing - presumably stolen for the zinc. Water therefore pours
out of the ends of the pipes over the face of the cladding planks and has led to decay of the soleplate of
the timber frame where this occurs, and a fallpipe which is not connected to the gutter at the top is
responsible for the extensive damage to the south-east comer of the building.
3. The WC in the caretakers’ quarters is leaking and water is constantly dripping onto the timber frame
of the rear elevation as a result.
4. There is a problem with housekeeping and the former caretakers had not been instructed that it was part
of their duties to keep the drains clear. The rubbish which had fallen onto the south terrace had not
been cleaned up and had been allowed to block the drains, so that there was ponding of water on the
surface of the terrace. This standing water caused the ceilings in the rooms below to fall. The hatch
onto the roof was open at the time the building was inspected. The caretaker stated that they had been
instructed to leave it open except when it rained, when they closed it, but it seemed likely that this
procedure was not strictly followed and that in fact water had been falling into the building through the
open hatch. In the past, water appears to have been falling through the roof hatch over a long period of
time and areas of floor beneath the hatch show areas of decay through all the upper storeys.
5. Minor subsidence is evident in the area of the main staircase. This requires investigaton in relation
to the piles on which it is thought that the building is constructed.

Nevertheless the problems which are putting the building at risk have been
identified and are relatively few. The cost cost of saving the building is much less
than originally envisaged.
BACKGROUND
From the 16th century onwards, governments in western Europe started to establish embassies in Istanbul,
which were mostly located along the Pera ridge. By the early 18th century, summer embassies were
established in the Belgrade Forest, at the northern end of the Bosphorus. Subsequently these were
abandoned in favour of timber yails directly on the shores of the Bosphorus, those of the European
powers being clustered to the north and south of Tarabya. The summer embassy of Italy was reconstructed
by Raimondo D’Aronco in 1905-6. D’Aronco, an architect of international importance, is noted for
having introduced the art nouveau style to Istanbul.

The design and planning of the building is highly
original, but it incorporates references to
traditional Ottoman architecture in the form of
the wide, overhanging, eaves and the jetty of
the third storey, which is supported on large,
wooden brackets. The use of timber for
construction also respects the normal
constructional system for an Ottoman yaZz.
Masonry was utilised in the construction of the
ground floor, which on the northern side was
carried up a further two storeys, where the
supporters of the royal arms of Italy double as
Atlas figures and seem to carry the weight of
the roof. The purpose of these two blocks of
masonry was to carry external terraces.
ANALYSIS OF THE PROBLEMS
The wide sweep of the northern side of the roof is interrupted halfway down the slop by a box gutter running horizontally along the line of the roof. The lack of maintenance
of this feature is the principal cause of the damage to the
building. There has been loss of the zinc lining and capping
from the gutter and from the flat roofs of the dormer windows which extend out from the roof just below the level
of the gutter. Externally, the upstand of the gutter has lost its
zinc lining and the tiles have slipped downwards from beneath the cover flashing. Budget item 1.1 relates to the
repair of the roof and upgrading the rainwater goods from
zinc to copper.

On the fourth storey gallery level, immediately above the columns at the head of the stiarcase, there is
frame on the east-west access of the building containing a number of doors. This shows signs of serious
sagging, because of the decay of the supporting beam below. There has been significant deterioration of
this section of the building between 2004 and 2006 and the amount of deflection appears to be increasing.

The sagging of the frame on the fourth storey has been
caused by the decay of the supporting beam below.
The top of this frame supports the box gutter which
divides the northern slope of the roof in half, so that
the gutter now drains towards the middle of the building
and water pours through onto the grand staircase when
it rains.

The former caretaker identified the

There has been substantial loss of tiles and sections of zinc cover flashings along the verges of the roof
caused by storm damage, said to date from 1999, which was not subsequently repaired. This is undoubtedly resulting in water penetration, particularly to the overhanging eaves, but is not as serious a problem as
the leaking box gutter on the north slope of the roof.

The south-western corner of the roof was damage
by the fall of a large plane tree some fifteen years
ago. Although this caused substantial damage to the
eaves of the southern side of the roof, this portion
principally shields the open terrace on the second
storey, resulting in water lying on the terrace rather
than penetrating into the main body of the building.

None of the fallpipes draining the roof gutters extend to the ground - some are not connected to the roof
gutters at all, while others have their bottom halves missing -presumably stolen for the zinc. Water therefore
pours out of the ends of the pipes over the face of the cladding planks and has led to decay of the soleplate
of the timber frame where this occurs.

One area particularly badly effected is the south-east comer of the building, where the top of the fallpipe
does not connect to the gutter it is supposed to drain. Water from the southern slope of the roof is therefore
channelled over the timber wall, which has led to the loss of plaster finishes and fungal infestation in this
comer of the building from the roof to the ground.
The water draining off the south-east quadrant of the roof is directed to a gutter box below the chimney (above right); the fallpipe
which should drain the gutter is not connected at the top, leading to water cascading over the this section of the timber frame, with
consequent loss of finishes and fungal infestation, as can be seen by the exterior brown stain (left above). This is the second most
seriously damaged part of the building.
Zinc is not a particularly long-lasting material and there are holes in the
valley gutters on the southern side of the roof - eight in all (right). It is
proposed that the roof flashings and rainwater goods should be upgraded
to copper (easily available in Turkey) , as was included in the revised
budget prepared in 2005.

Replacement of the iron joist supporting the jetty
will need to be associated with some
reconstruction and resetting of uneven flooring
and steps, but the connected slight distortion
of the upper flights of the staircase can be
accepted as part of the natural ageing process
of the building and may indeed date to shortly
after construction, as a result of the deflection
of green oak beams under self-load.

Some low-quality repairs have been carried out in the recent past, including the
rerendering of areas of masonry with cement render. Cement is an impervious
material and is trapping damp inside the
building because water enters through the
hairline cracks which are inevitably present
in this unforgiving and inflexible material.

and replaced with lime render .

There is a need for improved housekeeping and the new caretakers should receive more detailed instructions on specific items of concern. The rubbish on which had fallen on the terrace had not been cleaned up
and had been allowed to block the drains, so that there was ponding of water on the surface of the terrace.
This standing water created a damp environment at the south end of the building and has caused the limeplaster ceilings in the rooms below to fall. The terrace drains were quickly and easily unblocked during the
initial visit of the expert ICOMOS/TTA team in 2004 and should be kept free in the future. Guard dogs
should not be allowed to defecate in the building, as at present - a highly unheigenic practice.
The hatch providing access to the roof was
open. The expert team was informed by the
previous caretakers that they had been
instructed to leave it open and close it only
when it rains, but it seemed uncertain that
this practice was always followed. The upper
floors are well ventilated and there is no need
to leave the hatch open, which would be
better kept closed to keep out the rain.
The foul-water drain of the WC in the caretakers’
quarters is leaking and in consequence water is constantly
dripping onto the timber frame of the rear elevation. A
plumber should be called in immediately to rectify the leak.

Timber buildings normally perform well in
earthquakes, hence their popularity in Istanbul after the experience of the 1509
earthquake, and the ubiquity of timberframed construction in high-risk areas such
as California. However, the investigation
of conservation needs of the Villa Tarabya
should assess seismic issues, since Istanbul is an area of high earthquake risk. The
roof structure appears to be properly
braced and well constructed, but it is proposed that this should be assessed during
the preliminary investigations by Gennaro
Tampone, an Italian engineer specialising
in timber structures, who is both Secretary General of the ICOMOS International Wood Committee and the ICOMOS Scientific Committee for
the Analysis and Restoration of Structures of Architectural Heritage, as well as being a member of ICOMOS
Italy.
OUTBUILDINGS AND GROUNDS
The Villa Tarabya did not originally have a kitchen in the main
building - the kitchen was located
on the first floor of an outbuilding in the northern courtyard,
linked to the main house by a
bridge. The ground floor of this
building served as a boathouse
for the ambassadorial barge, the
iron cradle for which is still in the
courtyard. This structure is now
in a state of partial collapse. At
the meeting held in the Italian
Foreign Ministry in Rome on
23rd March 2006, the ASSOCIAZIONE PALATINA-ISTANBUL was asked to arrange for the
ICOMOS/TTA team to increase the provisional restoration budget to include the outbuildings.
The revised budget also included provisional sums for work to the terraced garden.

OBTAINING PLANNING APPROVAL AND SPECIFICATION OF THE WORKS
Turkish legal requirements for schemes for the restoration of historic buildings are exceptionally rigorous.
The budget must include provision for the preparation of a project proposal that will meet these requirements and receive approval from the Protection Board.
The input of specialist expertise in the conservation of timber structures into the project proposal will
enable the precise specification of individual repairs to the parts of the structure that have been damaged
by water penetration or affected by settlment. The conservation of historic buildings always involves
unknowns, as there may be hidden faults that could not be established when the original repair schedule
was produced. The provisional budget therefore included a contingency for unknowns.

SUMMARY
Timber buildings in a state of disrepair often appear to be in far worse condition than is really the case and
the Villa Tarabya is no exception. Nevertheless, it is a large building (of four storeys and an attic) and its
mere size reflects on the cost.
The investigations of the ICOMOS/Turkish Timber Association expert team, with the co-ordination of the
ASSOCIAZIONE PALATINA-ISTANUL, have identified the problems with the building and have
prepared preliminary proposals and a provisional budget to rectify them.
The conservation of the Villa Tarabya, an outstanding work of a famous Italian architect, should not be
seen as presenting insuperable problems. The building certainly requires urgent attention, particularly with
regard to repairing the leaking box gutter which is causing such damage to the interior, but is otherwise not
in danger of immediate collapse. The problems which the building faces have all been caused by lack of
maintenance and some merely by poor housekeeping.
The next stage is to carry out emergency repairs and propping over the staircase and to carry
out a series of detailed investigations to prepare the specifications and bill of quantities for the
full conservation scheme.

He is the most renowned and esteemed Italian Expert in Conservation of Wooden Historic Structures. He is well
known at international level (UNESCO, ICCROM, ICOMOS). Holder of 3 Invention Patents for Strengthening of Historic Wooden Floors and Roofs. He has more then 40
years practical experience of which 35 directing, as Chief Engineer, an important Office (“Genio Civile”) of
the Public Works Ministry charged of planning, design and work supervision of restoration of historic building.
He undertook more than 50 projects of strengthening of wooden structures in important Italian monuments,

Association Palatina-Istanbul in the area. The 11th year of study (2002) allowed for a deeper inspection of the
most important archaeological monuments in the third of the three projected sectors of the park. Further three
years were devoted to deepening the analyses on the Boukoleon Harbour, towards geological and archaeological
analyses (2003-2005). Topographical and archaeological training of Italian and Turkish students was constantly
included.
