Although it is undoubtedly an effective method to acquire skills, it is nonetheless an obscure area not defined by accurate laws that certify rights and duties both of the students on stage and of the school and the company tutors. As things stand now, students are “hybrids” with no guarantees, left at the mercy of the “partnership”: they could be exploited or neglected, or their work could be underestimated, denied the opportunity of having a valuable formative experience. That’s why we are claiming a Charter on Rights for Students in apprenticeship. Here you can find the text of the Charter we are presenting to schools and to the government. Preface The following Charter comes from the need to reorganize apprenticeships in schools which, according to the constitutional value of school self-government, have to be developed and built directly with the students in order to satisfy the requirements of every pupil, by giving them the possibility to interact with different realities of the so-called working field such as companies and trade unions This Statute is aimed at all the students attending the School-Work Shift courses. Article 1 – Schedule The apprenticeship has to take part of the academic plan and consequently it must be organized by the school. Since it is a project, the stage does not have to last longer than a month of an academic year. In case the training takes place during classes, lessons lost must not be made up, as the apprenticeship is considered part of the academic curriculum. Article 2 – Students’ involvement Students have to join the realization of projects arranged by the decision-making body of their own schools in compliance with principles stated by the Students Rights Charter (D.P.R. 249/98). Article 3 – Students’ information Students have to be well-informed in advance of their remits in the company during the apprenticeship. Article 4 – Insurance coverage Every school must guarantee a proper accident insurance at INAIL as well as for civil liability for students attending training courses. Article 6 – Coaching The school institution has to appoint a tutor among the teaching staff who follows the student attending the apprenticeship. The company has to name a tutor as well who, with the school tutor, has to foster the integration of the student in the company. In case training aims are infringed, school must vouch for the replacement of the company tutor and, in serious cases, for the stop of the working relationship with that particular company. Article 6 – Communication between students, school and company Meetings between the student, the school tutor and the company tutor have to be planned in order to verify the evolution of the apprenticeship (A compulsory meeting has to be set in the middle of the training period). Furthermore, student must have the right to gather in assembly in order to talk peer-to-peer about the training. Article 8 – Apprenticeship assessment At the conclusion of the training period the company has to write a report in duplicate: one has to be given to the student and the other one to the relative decision-making body of the class. Within the same time the training student has to show a detailed report in duplicate about the apprenticeship accomplished by him/her in the company. Article 9 – Costs coverage During the apprenticeship it has to be guaranteed a minimum compensation, paid by the company, to cover partially the costs of the students that can equally be changed into services. Article 10 – Students’ assessment The apprenticeship’s evaluation must be considered as part of the overall marking of the student at the end of the year. Article 11 – Didactic re-balance of unprofessional subjects When the student comes back to school after the apprenticeship period, school has to give her/him the possibility to fill the formative gaps in the subject that are not included in the formative goals of the apprenticeship, in order to give all the students the same preparation.
