OPEN DAYS Opening Session
Entitled “Growing together – Smart investment for people”, the opening session will analyse challenges and opportunities
related to the launch of a new cohesion policy cycle, in the presence of the highest level of EU representatives. Guest-speaker
Angel Gurría, Secretary-General of the OECD, is confirmed to present two flagship publications: The Regional Outlook, which
will be launched with this occasion, and the report on Regional Well-Being.

REGI-COTER meeting
The opening session will be followed by a joint meeting of the European Parliament’s Committee on Regional Development
(REGI) and the Committee of the Regions’ Commission on Territorial Cohesion Policy (COTER) that will provide an opportunity
to discuss with REGI members and COTER members the uptake of the Cohesion policy package 2014-2020 and its new
instruments such as ITI (Integrated Territorial Investment) and CLLD (Community-led Local Development) by the regions. The
focus will be on the question of how to ensure that the local and regional authorities have the necessary capacity to implement
the new European Structural and Investment Funds.

ICT innovation vouchers have a high growth potential for SMEs, combining access to innovative business solutions with

This workshop will provide an opportunity to hear about the first results of the pilot actions launched last year by the regions of
Murcia, Extremadura and Marche and to discuss the do's and don'ts in implementing ICT innovation vouchers. Participants will
learn:

Workshop title: Is “smart” the right approach for jobs and growth?
Smart specialisation is the new approach to achieving jobs and growth through innovation. It is also a formal element of the
new structural and cohesion programmes. For some regions, innovation has been at the heart of growth strategies for a long
time, but for others this is a new approach.
The focus for our cities and regions now is to translate RIS3 theory into jobs and growth. In the first part of our workshop we will
analyse what this process has taught us, and also whether the ‘smart’ approach to innovation is helping deliver our industrial
renaissance. We will look at evidence as to whether it really creates growth and jobs. The workshop will also bring perspectives
on strategies for innovation from regions that are not a part of the EU.
The second part of the workshop will focus on the smart approach to grow key sectors through innovation including examples
from different regions within the agro industry, green economy and marine sector.
Thus the key questions to be addressed will be:
• What has the process taught us?
• How will it help growth and job creation?
• Would we do “smart” if we didn’t have to?
• How does the “smart” approach contribute to local development?

The health and well-being of the population are essential for smart growth in Europe. There is a need for integrated strategies

aim to deliver a common framework in order to devote sufficient resources management at regional and local level in terms of

The aim of our workshop is to raise the public awareness of smart specialisation, especially in the health sector. Smart
specialisation provides an opportunity to sharpen the focus of EU funds on common societal challenges and local opportunities.
Smart specialisation has much to offer in terms of building on each region’s strengths, competitive advantage and potential for
excellence.
We would like to underline the important role of ICT tools, which are beginning to play a key part in healthcare delivery. We
should not underestimate the potential of smart innovations with ICT to provide not only more healthy years of life for EU citizens
and more efficient healthcare but also economic growth.

07B01 - Improving access to finance: using EU microcredit schemes

Increasing the supply of microcredit (loans of up to €25,000) is essential for encouraging new businesses, self-employment and
stimulating economic growth. Micro-entrepreneurs are often faced with the difficulty of raising money due to what the banks see
as a high-risk, low-return activity coupled with high handling fees. This is not just a problem for businesses; it is a problem for
the wider economy because it slows growth. In order to counter this trend and to improve access to finance, enhancing the
capacity of non-bank microcredit providers is essential.
The workshop will explore the joint initiative of the EC, EIF and EIB called JASMINE and the financial mechanism called
Progress Microfinance, therefore providing a forum for best practices in terms of both technical and financial assistance.

07B03 - The importance of using structural funds to drive sustainable healthcare systems

The European Association COCIR and its partners, the Assembly of European Regions (AER) and the European Hospital and
Healthcare Federation (HOPE) offer a debate demonstrating the critical role structural funds can play in achieving sustainable
healthcare models, with better access for and inclusion of patients. Under the new EU structural funds rules, these can still
support Member States and their regions in transforming and modernising their healthcare systems. The debate will discuss
how investment in health infrastructure and eHealth, innovative care delivery models and high-quality training for health
professionals represents an effective use of EU structural funds.

07B04 - Capturing the impact of cohesion policy interventions: counterfactual impact evaluation methods and examples

This workshop will focus on the discussion of evaluation requirements for the next programming period, which strengthen the
role of impact evaluation. In this framework, there is a need to enrich existing evaluation practice with approaches that generate
much stronger evidence on impact.
Counterfactual impact evaluation, which uses control groups, represents one possible approach for capturing the impact of
ESF and ERDF interventions.
DG EMPL has carried out a range of initiatives in order to prepare the Member States to successfully fulfil the regulatory

requirements: practical guidance on how to design and commission impact evaluations was published and a Centre for
Research on Impact Evaluation (CRIE) was set up in the Joint Research Centre, Ispra, Italy.
CRIE provides scientific expertise and methodological support for counterfactual impact evaluation to DG EMPL and to the
Member States. CRIE supports Member States by: organizing training sessions on impact evaluation methods and providing
tailor-made advice on methodological and data issues that arise when designing, implementing and evaluating an intervention.
This workshop relates to the second thematic priority proposed for this event - building capacity - as it provides possible
answers to questions related to the evaluation of progress towards the objectives set out in the Operational Programmes.

Improving transport is essential for economic growth and the EU’s prosperity. However, a growing number of regions, in
particular geographically challenged ones, face increasing difficulties when providing transport locally. Challenges include
tighter public finances, demographic change, and providing effective public transport in the face of changing customer demand.
This interactive workshop will explore what policy solutions can be delivered at all levels of governance to help citizens move
more easily from one place to another. It will focus on the role played by EU funds, the EU’s legal framework, as well as best
practice examples already in place locally across the EU.

In view of higher funding efficiency and greater result-orientation, this workshop will explore possible synergies and
complementarity between various funding sources in the Arctic region (European Territorial Cooperation, European
Neighbourhood Policy, EU regional Growth & Jobs programmes and Horizon 2020).
Stimulated by climate change, the Arctic is undergoing fundamental and accelerating change bringing new challenges and
opportunities and increasing the Arctic‘s importance as a driver for international regional cooperation in the North. Regional
development in the Arctic would gain from increased information exchange between programmes. Enhanced cooperation and
result-orientation is crucial in order to ensure smart, sustainable and inclusive growth.

The debate is a follow-up to a 2013 Open Days workshop on how to make best use of the new instruments (Integrated
Territorial Investments and Community Lead Local Development) in the context of cooperation.
This year the debate format is more appropriate to mirror an EGTC willing to implement an ITI/JAP with national authorities
reluctant to do so and an EGTC where the national authorities support such plans.
Beyond these four panellists one or two representatives of DG REGIO would give his/her views on how Member State
authorities should address the use of the legal instrument EGTC for the implementation of ITI/JAP, one focusing on the new
legal framework for EGTC’s; the other focussing on the programme implementation side.

The Regions of Food workshop will introduce place-based food industry solutions having the potential to transfer from one
European region to another. In terms of local product and production, SMEs need to be equipped with knowledge about
businesses development, how to handle growth, cooperation, logistics, market knowledge etc. It is also necessary to deal with
competitiveness and sustainability issues as it is a must to participate in the European and world market and to contribute to
European and regional social, economic and territorial cohesion. The event is a common final conference of the I4Food
(www.i4food.eu) and LOCFOOD (www.locfood.no) INTERREG IVC projects.

Active labour market policies have helped to redesign and define our understanding of welfare and work. These have been
captured by academic and policy communities through notions of ‘workfare’, ‘welfare-to-work’, and ‘welfare-through-work’. It is
time to take stock of these. This session will examine the various national, regional, and local trajectories that have been
emerging during the past decade inside and outside Europe. It will discuss the strengths and weaknesses, opportunities and
threats, of different measures to move individuals from welfare and into work. This session will also focus on efforts to sustain
this through skills training and income-related reforms.

European regions have survived the ongoing economic crisis; but short-term issues, however severe, do not negate the need to
address underlying issues of importance, such as demographic change. Demographic change is a broader subject than is often
assumed. Naturally, it includes the need to ensure the active and healthy ageing of an increasingly elderly society – via, for
example, innovative technological and policy solutions, such as tele-medicine. In addition, demographic change encompasses
the issue of rural and peri-urban de-population and ageing, as economically active and younger people continue to concentrate
in urban areas. Urban areas themselves face demographic change in various forms, be it from migration, in its broadest sense,
or from changes in the population structure (single-person households). Pockets of unemployment, especially amongst young
people, are also a factor of such changes in population. This requires multi-faceted action regarding workforce development and
vocational and employment training (VET), for both young and older workers. This includes the need to improve the
attractiveness of the caring professions.
How can regional and cohesion policies tackle demographic change?
This question has increased in importance as the new EU programming period starts to really get underway. The exchange of
policy and best practice between regions is a vital component of the policy makers’ tool kit. It permits the more rapid discovery
and implementation of possible solutions to important and diverse universal issues, such as demographic change. As in
previous years, the Open Days provide an ideal opportunity for policy makers, practitioners and politicians to engage with and
learn from one another, a process which, it is hoped, will continue.

An economy based on well-being is based on creating a good environment for citizens at local level. It combines economy with
the valorisation of nature, high-quality food, the guarantee of authentic products and sustainable tourism. The workshop’s aim is
to demonstrate that the promotion of an economy based on well-being is one of the keys to re-launching sustainable growth
within Europe.
With the participation of representatives from financial institutions, the private sector and regional policy makers, the workshop
will seek to identify new synergies to boost innovation, growth and new job opportunities in the well-being economy sector and
common initiatives that could be displayed and become a reality in EXPO 2015.

Connecting regional strategies through cross-border cooperation could offer huge opportunities for border regions, if they
succeeded in establishing a single “agglomeration (or metropolitan) area” across borders without any practical, legal or
administrative obstacles.
Considering the ambitious concept of “metropolisation” (i.e. becoming an area with one or more centres that has economic,
social and recreational functions for the surrounding region) and referring to the specific context of cross-border cooperation,
the partnership will discuss the opportunities and challenges of interlinking strategies of the partners with those of their
neighbouring regions.

The workshop is focused on the mobilisation of industry and regions, together with the European Commission, for a strong
competitive industrial strategy in high-tech ICT sectors such as photonics, robotics, embedded systems, smart manufacturing
and micro- and nanoelectronics. This mobilisation will be discussed in terms of the instruments such as the public-private
partnership, the networking of ecosystems and clusters, the pooling of sources of investments around specific projects from
regional, national, European funding and the role of a smart regional strategy. For example, a speaker will present the
electronics strategy (adopted in May 2013) in the Regions of Europe, aiming at maintaining Europe at the leading edge in the
design and manufacturing of micro- and nanoelectronics (see also: ELG Implementation Plan ). The strategy focusses on
regional and industrial investments of 100 billion euros and on the creation of 250,000 jobs in Europe up to 2020.
Special attention will be given to the establishment of so-called light house projects that can facilitate the formulation of demand

The year 2014 is an important one for regional policy, as new legislation has entered into force and our cities, regions and

January 2015 at the latest.
The 2014-2020 Multiannual Financial Framework has reduced the budget for structural funds. The challenge now is to
concentrate cohesion policy investment on a few sustainable targets aimed at achieving the objectives of the Europe 2020
Strategy.
What is the role of our cities and our regions in this preparation? What have they done in past programmes and how are they
going to be involved in the new 2014-2020 period?
This debate will present different experiences and best practice on how Structural Funds, operational programmes and projects
work in each country. It will also show how our cities and regions are working with each other and with their national
governments to prepare for the new programming period. We will debate how priorities are set, how projects and strategies are
designed and implemented, and how the different tools available in the new cohesion policy are being used.
It is also time to take stock: our cities and regions will reflect on what has and has not worked in previous programming periods,

To prepare cities for a changing climate, the Commission launched a dedicated Climate Change Adaptation Initiative within the
Covenant of Mayors in 2014. Both, capacity building at local level and political commitment from local leaders stand in the
center of the initiative.

Many rural regions have strong potential to locate bio refineries to process second generation feedstocks (straw, forest
residues, non food crops, etc…) in an integrated way to produce different chemicals needed to manufacture other products: for
example bio polymers. Green chemicals are highly dependent on biomass availability and farmers of different EU regions
supplying raw material to bio refineries can play an important role. Furthermore, with green chemicals new industrial value
chains and new enterprises can be created. New jobs and new industries would emerge around the bio refineries leading to
more complex economies. Green chemicals produced in bio refineries will foster the diversification of farmers’ activities and will
contribute to the management of territories.
DG ENTR wants to measure the conditions under which bioeconomy projects/ initiatives can contribute to the benefit of those
regions.
The EIP AGRI aims to build bridges between "research and practice" to promote a resource-efficient and competitive
agricultural and forestry sector working in harmony with the environment. In this context its aim is to connect farmers,
researchers, businesses, forest managers, NGO´s and advisory services who work together on concrete projects in so called
Operational Groups (key entities of the EIP AGRI).
The Workshop will introduce the EIP AGRI-network to participants and give an example of how the "practice", in the concrete

Research & Innovation (R&I) is a key driver for growth and jobs at regional level. To stress this, the presence of a Smart
Specialisation strategy is ex-ante conditionality for any Research and Innovation investment to be supported under the
European Structural and Investment Funds (ESIF) 2014-2020, while R&I is the first among the Thematic Objectives of ESIF.
The aim of the workshop is to show and explain the role of Horizon 2020 (the new Framework Programme for Research and
Innovation) in this context. Although Horizon 2020 does not adopt a geographical approach, transnational projects selected in
the different calls, coming from its three pillars, may have an impact at regional level, and develop substantial links to the Smart
Specialisation Strategies on the ground. Anchoring such projects in the context of national or regional RIS3 will allow further
synergies between the two frameworks and will stimulate internationalisation of local research and innovation initiatives, which
is also a declared priority of the ESIF.

In the field of raw materials there is large scope for innovation along the whole raw materials value chain (from exploration to
mining, from substitution and processing to recycling).
On the other hand, the new ERDF regulation prescribes a thematic concentration of at least 80% (in more developed regions)
and 50% (in less developed regions) of the resources of the fund on 4 of the 11 thematic objectives indicated in the ESI funds
regulation.
The idea would be therefore to showcase some regional best practices of innovation applied to the Raw Materials value chain to
be funded by ERDF during the programming period 2014-2020 and their connection to Smart Specialization Strategies. The
focus will be on the following three phases:
1) exploration and extraction;
2) processing and
3) recycling.
The three selected Regions are the following:
1) region of Alentejo (Portugal) for exploration and extraction;
2) region of Lombardy (Italy) for processing;
3) region of North Rhine-Westphalia (Germany) for recycling.

The territorial impacts of EU policies have not been sufficiently taken into account in the legislative process, something both the
European Court of Auditors and the European Commission have pointed out. Legislation at European level will be more
effective if the challenges and the potentials of the regions are taken into account.
With the Territorial Agenda 2020 and Agenda for a Reformed Cohesion Policy this issue has been brought back into the
spotlight. A locality-based approach calls for the policies to be tailored to the needs and potentials of the regions so that EU
policy-making can have the most efficient result, opening up the way to economic growth and the creation of new jobs.
Earlier this year, the Committee of the Regions adopted a TIA strategy committing itself to a stronger involvement in the impact
assessment process by cooperating with the European Commission and the European Parliament. Territorial Impact
Assessments are important tools for assessing the asymmetric territorial impacts of policies in the pre-legislative phase and
giving enough time to the European Commission to adapt their proposals if needed, resulting in the most efficient policy
possible. The Committee of the Regions also uses TIA for the needs of CoR rapporteurs, providing a factual support in the
opinion-making process.

ENI CBC is a specific type of territorial cooperation which has ever-increasing similarities with European Territorial Cooperation.
Since 2007, 13 cross border cooperation programmes at the external borders of the EU have been financed and ENI CBC will

prosperity and good neighbourliness between EU member states and their neighbours. Other EU regions and cities, especially

Welcome addresses by Johannes Hahn, European Commissioner for Regional Policy, and Michel Lebrun, President of the
Committee of the Regions, will introduce the artistic performance of the Van Baerle Trio, in the concert hall "Henri Leboeuf" at
Bozar. The members of the Van Baerle Trio, Hannes Minnaar, Maria Milstein and Gideon den Herder, met each other as
students at the Amsterdam Conservatory and were selected for the Rising Star tour 2013/2014. The concert will be followed by
a walking dinner.
Guests are also offered the possibility to visit a "Rubenism" exhibition at Bozar. The themes of violence, power, lust, religion,
elegance, and poetry are explored in works by the master and his heirs. Among other works, the exhibition includes paintings
by Van Dyck, Manet, Gainsborough and Delacroix, as well as etchings by Rembrandt and Picasso, who was often dubbed “the
Rubens of the 20th century”.

footprints, land use changes, urban sprawl and urban green area decline, high urban densities, public transport, emergency
planning or sustainable urban development in general in a pan-European comparable mode. Examples are on the use of the
urban atlas to assist decision makers to prioritize community projects (e.g. in transport), allocate resources for greatest impact
and understand the impact on categories of population by a policy decision or to support the mapping of areas affected by
emergency situations. A comparison can be made between the situation before and after the crisis to understand if and how this
can be prevented by smart urban planning.

Financial instruments are seen as a mechanism to leverage financial resources to achieve the objectives of many regions and
cities. They are mainly based on a revolving mechanism. However, there have been some difficulties in the past programming
period when putting them into practice. The European Investment Bank has played a substantial role in helping regions and
cities to have these instruments working. We will hear from EIB and European Commission experts what the novelties in
financial instruments use are in the current programming period. Additional information will be provided on supplementary loan
schemes such as framework loans and structural programme loans.

This workshop will present good practices in Cross-Border Cooperation (CBC) capacity building in six EU border regions.
Obstacles still exist due to the lack of knowledge of the “other” and the lack of appropriate methodologies for intercultural work.
TEIN, representing different types of borders, proposes a genuinely new approach: it facilitates CBC through capacity building
and therefore provides practical solutions.
This workshop aims to introduce the TEIN. First, the creation of the partnership and its projects will be presented (Euro-Institut,
Anne Thevenet, French-German border), followed by practical examples from the Czech-Polish (Marek Olszewski, Olza
Association) and Irish borders (Centre for Cross-Border Studies, Ruth Taillon) showing the results of bilateral cooperation within
TEIN, mutual co-operation of its members and the application of findings from one border area to the others.

The workshop will focus on the provision of accessible, quality care services to help reconcile private and professional

labour market is influenced by a lack of access to early childhood education and care and long-term care services. Local and
regional authorities play a strong role in service design and delivery, and the workshop would aim to raise awareness of city
and regional authorities on the benefits of improving the provision of care services, and share information about successful
policy experiences as well as policy challenges. It would also seek to inform them of the EU-level policy guidance in this area,
as well as available EU funding opportunities, such as the European Social Fund and European Regional Development Fund.

development.
It takes place against the background of the reform of EU cohesion policy for the 2014-2020 funding period, which includes a
reinforced focus on results and performance management. Operational Programmes will include more robust targets and
indicators. Member States will provide the Commission with regular reports, including data on progress towards these targets.
The 2014-2020 Common Provisions Regulation also requires Member States to respect open data standards when publishing
information about beneficiaries of EU funding.

This workshop will demonstrate how Interreg programmes together with multilevel governance are addressing border obstacles
in order to facilitate free movement across borders.
Free movement of people, products and services is at the core of European integration, yet people and businesses still
experience border obstacles which complicate their daily lives. Moreover, when border obstacles are identified and dealt with by
authorities at different levels the result is increased economic growth.
Different social security systems, tax legislations and standards require attention not only from cross-border regions which are
directly affected. They need to be addressed by the full spectra of authorities, including at the national level.
Successful examples will be presented from the borders of Germany-Netherlands and Sweden-Norway where long-standing
cross-border cooperation has reached a high level of maturity. The Spanish-Portuguese cross-border region, suffering from
additional obstacles due to the financial crisis, will show how these are dealt with.
The importance of regional and local policies will be shared by an example from the Swedish-Danish Öresund border region.
The Nordic Council of Ministers will contribute with the national and international level perspective, sharing its long experience of
tackling border obstacles in the Nordic countries. The European perspective will be provided by the Association of European
Border Regions (AEBR) with its unique expertise on border obstacles and cross-border cooperation.

Presenting its 5th Monitoring Report on Europe 2020, the CoR invites local and regional authorities, think tanks and EU

the defence industry to rely increasingly on technologies with a civilian origin and for armies to rely on civil assets. The
traditional business model is also changing. Defence companies have been rapidly increasing their share of civil production.
These trends show how an evolving concept of “dual use” is opening up new opportunities for business across increasingly
blurred borders between the civil and military world. This workshop aims to explore how such a dual use approach can be
integrated into smart specialisation strategies. It will also show how some regions, clusters and SMEs are already starting to

In order to tackle the growing levels of youth unemployment and to foster investment in the future of young people, Member
States have pledged to design and implement national Youth Guarantee schemes. Many regions have designed region-specific
sets of measures to contribute to the implementation of these schemes, taking into account the specific features of the local
labour market. To achieve an early impact on those regions that struggle most with youth employment, EU leaders agreed in
2013 to frontload 6 billion euro under the Youth Employment Initiative. The workshop will discuss challenges and good practices
linked to the implementation of the youth guarantee at regional and local level.

The workshop will showcase key tools and findings generated from several EC projects that use Open Data to generate new
public services. Cities will be shown how these tools can unlock the innovative potential of their greatest resource - their citizens
- in creating efficient and effective public services. The workshop will be participative involving interaction with the audience
throughout. After the workshop the audience will be able to try the tools first hand for themselves and find out more about how
they can offer these tools in their existing Open Data programmes. Citadel/CORVE/EurActiv will organise a Demo Café, which
will provide an opportunity for represented projects and indeed even members of the audience to demonstrate what they are
working on. All participants need to do is bring a fully charged laptop and their tools. In the case of Citadel, delegates will be
able to create their own app in a matter of minutes using the Citadel Application Generator and will be able to take away a paper
explaining the business requirements needed to adopt Citadel or a similar innovation solution.

The Data Research Centre for Smart Analytics has been recently established by the UK Economic and Social Research Council
at the University of Essex with the specific remit of identifying workable ways of harnessing the power of Big Data to support the
creation of smart regional policies for high-growth with a special emphasis on access to finance for SMEs and the role of
infrastructural investment. While the main focus of the research activities of the Centre is on developing useful lessons for
regional policy in the UK, it has a strong European flavour in its activities as it actively collaborates with similar centres in Italy,
Spain and Denmark through its programme of international visiting fellowships. The workshop will present some key results
from the research activities of the Centre in this area with a focus on the British and the Southern European experiences.

Design is an approach to problem-solving that drives innovation in SME products and services by integrating user needs.

2013 working document from the European Commission ‘A more systematic use of design as a tool for user-centred and
market-driven innovation in all sectors of the economy, complementary to R&D, would improve European competitiveness’.
Using a creative, hands-on approach to working, this workshop will enable public officials to explore their regional design assets
and build on their smart specialisation strategies by co-developing concrete actions to support design more effectively

The workshop will emphasise the links between the European Structural and Investment Funds (ESIF) and Horizon 2020 by
presenting the action "Cluster-facilitated projects for new industrial value chains". This action offers an important opportunity
for stimulating economic recovery and competitiveness in SMEs. Focusing on the emergence of new industrial value chains, the
action will promote activities which will facilitate cross-regional and cross-sectoral collaboration, contribute to the
implementation of regional smart specialisation strategies and engage clusters and SME intermediaries in innovation activities.
Moreover, the workshop will showcase practical examples of cross-regional and cross-sectoral cooperation, novel SME support
tools and the use of clusters as brokers.

09B01 - Public Procurement in the management of the ESI Funds – Developing top skills and competences in public procurement can
save you valuable funds

This workshop will present tools and experiences to improve public procurement in European Structural and Investment Fund
(ESIF) programmes. Procurement errors remain the largest cause of irregularities, frequently leading to significant financial
corrections.
For 2014-2020, DGs REGIO, MARKT, EMPL, AGRI and MARE have launched a coordinated Action Plan both to reduce error
rates and to promote the use of public procurement as an instrument for mainstreaming Europe 2020 policies.
During the workshop, DG REGIO will present new "Guidance for Practitioners" on how to avoid common errors. Speakers from
Portugal and Poland will present good practice they have introduced to improve national systems.

09C01 - Implementing health innovations through European collaboration

The focus will be on European collaboration so as to scale up health innovations and accelerate their route to the market.
During the workshop, we will discover how European collaboration can help overcome challenges faced in the cross-border
healthcare markets. Marcel de Pender, the moderator, will start by welcoming the audience and introducing Health Cluster
Europe. Next, representatives of Interreg and AAL2business will explain how their programmes contribute to the scaling of
health innovations. Collaboration between the two programmes will also be touched upon. Subsequently, two of our cluster
projects will share their experiences. After this, the audience will be divided into groups. In a world-café setting, different themes
such as “implementation issues,”, “‘SME inclusion” and “working in a cross-border environment” will be discussed so that
participants can get to know each other, share knowledge and connect. The workshop will be followed by a lunch.

09C02 - Towards a European Strategy for the Alpine Region-harmonizing regional, national and European agenda

The Alpine macroregional regional strategy is currently under development. An action plan is being drafted by the main
stakeholders of the strategy at European, national and regional level. Today, the challenge is to link this strategy with EU
policies and cohesion policy operational programmes, in order to deliver concrete results for the citizens in the Alps.
Focused on the Competitiveness and Economic Development pillar of the strategy, this workshop will aim to identify areas of
convergence between the objectives of the Alpine strategy and the EU’s competitiveness policy, European Territorial
Cooperation programmes (cross-border, transnational and interregional) and the use of European Structural and Investment
Funds at the regional level.

Demographic changes in Europe require new solutions for active ageing, eHealth and independent living.
This workshop will be an opportunity to learn about products and services generated by European research projects. It will look
at how to set common strategies for dissemination and exploitation activities, and how to facilitate collaboration environments.
You will learn how to bridge the space between the Horizon2020 programme and regional innovation and implementation
through targeted ESIF/ERDF operational programmes. You will also find out about the EU thematic network and up-coming
covenant on demographic change that is open to local and regional actors interested in innovative approaches towards
supporting active and healthy ageing.

Recently European institutions and Member States have been intensely debating a New Urban Agenda to be possibly adopted
at the next UN Habitat III conference in 2016. An urban dimension in European funds was already included in the ERDF budget
via the 5% set aside obligation for integrated urban development. The Europe 2020 Strategy has also been mainly implemented
in an urban context. In spite of all these efforts much still needs to be done in order to realise the full potential of such an
ambitious urban programme for the EU.
Numerous studies and policy events have confirmed that the European urban model, characterised by a balanced, sociallyand environmentally-responsible development of cities and surrounding areas has increasingly been attracting the attention of
foreign partners and international stakeholders (see most of the recent OECD and UN-Habitat reports). Currently, the EU has
10 strategic partnerships, predominantly with the BRICS countries and other emerging economic powers, while it is also exerting
considerable influence via its neighbourhood and enlargement policies. Many of the fast-developing economies in the world are
also facing urbanisation problems and are actively seeking cooperation with the EU and number of international bodies
specialised in the subject.
This workshop will attempt to address a number of critical issues related to the international dimension of EU urban policy –
namely, the better design of and support for urban-related initiatives at all levels of governance, but particularly at the European
level.

How can food-related initiatives lead to a sustainable and integrated urban ecosystem? The workshop will put forward existing
good practices: i.e. the transformation of urban environments, increasing the attractiveness of the local economy; stimulating
public procurement policies; food entrepreneurship and the creation of green jobs; healthy quality food, social inclusion and
behaviour change towards sustainable ways of living. Speakers from cities in the URBACT networks will illustrate key strategies
towards local food governance and activate creative exchanges among participants on common challenges, steps and
examples to follow.

- Instruments and mechanisms for decentralised cooperation for development 2014-2020

Starting from a review on how the European Commission's instruments to support decentralised cooperation for development
worked in 2007-2013, this workshop will consider the main perspectives of EU financial instruments for the cooperation of local
and regional authorities in the new programming period 2014-2020. Special emphasis will be put on the Development
Cooperation Instrument, notably the thematic component in its programme "Civil society organisations and local authorities", as
well as on the European Neighbourhood Instrument. What instruments can be used to support decentralised cooperation for
development? How are they practically implemented? Speakers will debate these questions from a variety of angles.

for businesses to grow, thus developing the local economy.
Globalisation and an increasing demand for goods have led to a growing requirement for freight transport in Europe. Freight
movement by road congests main routes, prompting a need for more efficient, sustainable alternatives.
LO-PINOD challenges traditional practices, with port partners from the North Sea Region collaborating to demonstrate the
benefits of territorial co-operation, investment in hinterland connections, and diversification of regional ports to support

The workshop will realise a comparison and exchange of practices between regions involved in macro-regional or sea-basin
strategies on how they are including this dimension in their Regional Operational Programmes in the framework of the
European Structural and Investment Funds for 2014-2020. The aim is to determine if the regions involved in macro-regional and
sea-basin strategies are working to provide effectiveness and substance, but above all funds to this cooperation. s.
The macro-regions concerned will be the EU Strategy for the Adriatic-Ionian Region, the EU Strategy for the Baltic Sea Region,
the EU Strategy for the Danube Region and the Maritime Strategy for the Atlantic Area.

Understanding and fostering an ‘Entrepreneurial Process of Discovery’ is at the heart of operationalising smart specialisation,
yet there is little experience to help guide regional policy makers. The workshop will analyse this process in four main areas:
- The nature of entrepreneurial search in different types of regional innovation systems
- How entrepreneurial search runs between industries and across borders
- How the process of entrepreneurial search is animated and governed by national and regional authorities
- How to ensure a large participation of firms in the search process and avoid capture by vested interest groups
The workshop will disseminate early results from the FP7 funded project ‘SmartSpec’ as well as research activities of the
European Commission’s S3 Platform, established by DG Regional Policy in 2011 and run by the Joint Research Centre. The
combination of theoretical insights and practical experiences aims to further the research agenda around smart specialisation
and provide useful material for participants in the Open Days.

Policy guidelines emerge on how best to support and sustain small firms to achieve their growth ambitions in a range of
national and regional settings. The key principles are the need for partnership, for regionalised delivery and the potential value
of holistic supports for sustained growth. The workshop will showcase good practice and involve academics, SME
owner-managers and other stakeholder organisations. The nature and scope of SME support under Horizon 2020 and COSME
will be an important context for our discussions, especially as we seek to build sustainable growth in SMEs through
competitiveness and innovation.

Cities face challenges of increasing complexity. To meet these challenges, cities need to unleash their creative capacity and to
mobilise urban decision-makers beyond formal politics – communities, citizens, researchers, NGOs, entrepreneurs etc.
The workshop aims to generate a better scientific understanding of urban complexities and social innovation in an urban
context, showcase the research funded by the research Joint Programming Initiative (JPI) Urban Europe and nurture and
continue debates between urban research and policy on the main issues at stake.
The workshop focuses on impact-oriented and experimental approaches geared towards citizens’ involvement, co-production of
knowledge, or governance and transitioning of socio-technical systems.
