In accordance with the EASA Continuing Airworthiness Procedures, the Executive Director is proposing the issuance of an EASA Airworthiness Directive (AD), applicable to the aeronautical product(s) identified below. All interested persons may send their comments, referencing the PAD Number above, to the e-mail address specified in the ‘Remarks’ section, prior to the consultation closing date indicated. ATA 25 Equipment / Furnishings – Tie-Downs in Forward Servicing Compartment – Inspection / Removal Manufacturer(s): DASSAULT AVIATION Applicability: Falcon 2000 aeroplanes, serial numbers (s/n) from 1 to 231 inclusive and, Falcon F2000EX aeroplanes, s/n from 1 to 262 inclusive and s/n from 601 to 604 inclusive. Reason: The Forward Servicing Compartment (FSC) of the Falcon 2000 is an unpressurized service compartment located between fuselage frames 26 and 33. This compartment is accessible from a lockable external door located in the lower aft fuselage. A design review has brought to light that the compartment is configured with tie-down points, which were used by operators to fix loads (e.g. ski or golf bags) in that compartment. However, the FSC has not been designed and consequently demonstrated as being compliant with cargo compartment airworthiness requirements. This condition, if not corrected, could lead to inadvertent use of the FSC as cargo compartment, which could result in damage to the structure of the aeroplane or potential risk of fire. To address this potential unsafe condition, Dassault Aviation issued Service Bulletin (SB) F2000-407 and SB F2000EX-289, as applicable, which provide instructions for removal of the tie-down points. This AD is revised to clarify the AD Applicability and to correct the TCDS Number. Effective Date: Revision 1 (same as original issue): 18 February 2014 Required Action(s) and Compliance Time(s): Required as indicated, unless accomplished previously: Ref. Publications: Dassault Aviation SB F2000-407, initial issue, dated 17 December 2013. Within 440 flight hours or 9 months, whichever occurs first after the effective date of the AD, inspect the FSC and, if tie-down points are installed, remove the tie-down points from the FSC in accordance with the instructions of Dassault Aviation SB F2000-407 or SB F2000EX-289, as applicable, depending on aeroplane model. Dassault Aviation SB F2000EX-289, initial issue, dated 17 December 2013. The use of later approved revisions of these documents is acceptable for compliance with the requirements of this AD. Remarks : 1. If requested and appropriately substantiated, EASA can approve Alternative Methods of Compliance for this AD. 2. The original issue of this AD was posted on 19 December 2013 as PAD 13-187 for consultation until 16 January 2014. No comments were received during the consultation period. 3.
