Nuovo bando COSME per i beni di consumo design-based
Il presente invito a presentare proposte, pubblicato recentemente dall’Executive Agency for SMEs (EASME)
nel quadro del programma COSME, ha come principali obiettivi quelli di 1) incrementare l’innovazione e la
creatività delle PMI, 2) commercializzare prodotti innovativi conquistando nuove fette di mercato e 3) ridurre
il divario tra la fase di ricerca, da una parte, e la fase di commercializzazione, dall’altra. La call è aperta a
tutte le PMI e ad altre entità legali; in particolar modo, le PMI dovranno essere a capo dei consorzi che
saranno istituiti per i progetti da sottoporre all’attenzione dell’agenzia. Il budget totale della call è di
€11.200.00, mentre è stimato che ogni progetto selezionato riceverà un contributo che va da €800.000 a
€1.000.000.

Il Parlamento Europeo approva il sistema eCall
ll Parlamento Europeo ha recentemente approvato un regolamento che renderà eCall, il sistema europeo di
chiamate d’emergenza, obbligatorio per i nuovi tipi di macchine e furgoni. Le industrie automobilistiche
dovranno quindi installare il sistema eCall nei nuovi veicoli a partire dal 31 marzo 2018. Il sistema apporterà
notevoli benefici ai cittadini e opererà nel massimo rispetto della privacy e dei dati. Così congegnato, eCall si
attiverà automaticamente non appena i sensori rileveranno un grave incidente e invierà dati precisi ai
soccorsi dopo aver stabilito un collegamento telefonico con il call center d’emergenza più appropriato. La
proposta di regolamento, sui cui è stato raggiunto un accordo interistituzionale, è stata inoltrata dalla
Commissione Europea nel giugno 2013.

La Commissione Europea ha pubblicato la guida “User Guide to the SME definition”
La DG GROW della Commissione Europea ha recentemente pubblicato una guida utile agli imprenditori e
agli stakeholder in merito alla definizione di piccola e media impresa. Il bisogno di definire correttamente
un’impresa nasce in relazione all’esigenza della Commissione di dare supporto economico soltanto a quelle
attività che ne abbiano effettivamente necessità. Le informazioni contenute nella guida si rivolgono a
imprenditori e funzionari governativi, e spiegano come stabilire se un’impresa possa qualificarsi come PMI.
Inoltre la guida contiene un glossario di termini utili e un modello di auto-valutazione per permettere alle
imprese di inquadrare la propria categoria.

TEDxBinnenhof “Made in Europe” per presentare gli imprenditori europei più
innovativi
In concomitanza della presidenza olandese del Consiglio dell’UE, il governo olandese organizzerà per la
prima volta un evento TEDx europeo insieme ad alcuni partner privati. Questa edizione speciale, che si terrà
il 31/03/2016 all’Aia, presenterà le idee imprenditoriali più innovative presenti in Europa attraverso una
selezione che si svolgerà su base nazionale in tutti gli Stati Membri dell’UE. A novembre 2015 tutti i
candidati nazionali saranno invitati alla SME Assembly che si terrà in Lussemburgo, dove dovranno
presentare le proprie idee e ottenere il sostegno del pubblico. La fase finale prevederà una selezione delle
10 idee imprenditoriali più innovative, che saranno presentate sul palco del TEDx nel marzo 2016.

Il Parlamento Europeo e il Consiglio dell’UE adottano il regolamento relativo alle
procedure d’insolvenza
Lo scorso 20 maggio, il Parlamento Europeo ha approvato in seconda lettura il regolamento relativo alle
procedure d’insolvenza che modifica il regolamento (CE) n. 1346/2000, a cui è seguita la sottoscrizione
ufficiale da parte del Presidente del Parlamento e del Presidente del Consiglio dell’UE. L’obiettivo generale
del regolamento è quello di rendere le procedure d’insolvenza transfrontaliere più efficaci, facilitare la
sopravvivenza delle imprese sul mercato e dare una seconda opportunità agli imprenditori. Il nuovo
regolamento prevede che gli Stati Membri pubblichino le informazioni pertinenti sui casi di insolvenza
transfrontalieri in un registro elettronico aperto al pubblico: in tal modo, i creditori e i giudici coinvolti avranno
a disposizione informazioni complete e si eviterà l'apertura di procedure di insolvenza parallele. Inoltre, i
registri fallimentari saranno interconnessi attraverso il portale europeo della giustizia elettronica per facilitare
l'accesso a tali informazioni ai creditori e ai giudici in altri Stati Membri.

Consultazione sull’economia circolare
La Commissione europea ha avviato una consultazione pubblica per raccogliere pareri sulla strategia da
adottare per impostare in modo nuovo e ambizioso la transizione verso l'economia circolare. I contributi dei
portatori d'interesse serviranno per preparare il nuovo piano d'azione, che dovrà essere presentato entro la
fine del 2015.
Le strategie che porteranno l'Europa a sviluppare un'economia circolare competitiva non dovranno limitarsi
solo ai rifiuti, ma contemplare l'intero ciclo di vita dei prodotti, tenendo conto della situazione di ciascuno
Stato membro; oltre ad azioni sul fronte dei rifiuti dovranno quindi prevedere interventi in materia di
progettazione intelligente dei prodotti, riutilizzo e riparazione dei prodotti, riciclaggio, consumo sostenibile,
livelli di riciclaggio, uso intelligente delle materie prime, rafforzamento dei mercati delle materie prime
secondarie e misure settoriali specifiche.
La transizione verso un'economia più circolare è in grado di promuovere la competitività e l'innovazione,
stimolando il nascere di nuovi modelli imprenditoriali e l'adozione di nuove tecnologie, nonché favorendo la
modernizzazione delle politiche sociali, con conseguenti effetti positivi nel lungo termine per l'economia
europea nel suo insieme, che diverrà più sostenibile e più competitiva. Vogliamo creare condizioni propizie
all'aumento dei posti di lavoro, senza usare né sprecare quantità di risorse come facciamo oggi, in modo da
ridurre la pressione sulle materie prime e sull'ambiente: l'Europa sarà così più forte e più equa.
I cittadini, le autorità pubbliche, le imprese e tutti gli altri soggetti governativi e non governativi interessati
sono invitati a rispondere alle domande riguardanti i vari segmenti del ciclo economico e il loro ruolo nella
transizione verso un'economia circolare.

Consultazione sulla consegna transfrontaliera dei pacchi
La Commissione Europea ha lanciato una consultazione pubblica sulla consegna transfrontaliera dei pacchi
(pacchi sotto i 2 chili e pacchi sotto i 20 chili ) dal produttore al consumatore.
La consegna delle merci è ritenuta una delle principali priorità per lo sviluppo di un mercato unico digitale. La
consultazione mira a ricevere contributi da parte dei cittadini e degli operatori del settore spedizioni per
migliorare e favorire le consegne transfrontalieri dei pacchi.

REFIT è il programma di controllo dell’adeguatezza e dell’efficacia della regolamentazione della
Commissione europea. Si stanno adottando misure per rendere la legislazione dell’UE più semplice e ridurre
i costi della regolamentazione, contribuendo in tal modo a creare un contesto normativo chiaro, stabile e
prevedibile per sostenere la crescita e l’occupazione.
REFIT: Aiutateci a ridurre la burocrazia - dite la vostra!
La Commissione vuole conoscere il vostro parere su come rendere la normativa UE più efficace ed efficiente
attraverso un modulo online. I vostri suggerimenti saranno esaminati dalla Commissione e potranno essere
